Opening remarks by Dmitry Medvedev at a meeting of the Government Commission on Import Substitution

D. Medvedev: We are holding a meeting of the import substitution commission and will consider two main issues. The first one is about how we are working to improve the activities of the Government Commission on Import Substitution, what we are able to do, what are the problems. And the second, more specific one, is the issue of production in our country of photonics components that are used in mechanical engineering and microelectronics.

I would like to note that we are already making the second approach to this topic within the framework of the commission. Before that, we considered this topic at the commission on modernization of the economy. Now there is a need to consider these issues again in a more practical way.

We will also talk about how the plans, both regional and sectoral, for import substitution are being implemented.

Before the start of the meeting, I and, I hope, those present looked at the exhibition at Crocus Expo. The stands feature high-quality, technologically sophisticated items marked "Made in Russia". Many of them are already quite actively used in industry, including pharmaceutical industry, in the automotive industry, in agriculture, in IT. The organizers made the exposition useful, I think. And I hope that the technologies presented at the exhibition will find their customers, enterprises will find new partners, and what is still in the project stage will find its investors.

Import substitution, despite all the difficulties, is developing in our country as a whole, and it is developing quite well. We have drawn some conclusions. In areas that are fundamentally important for us, we are moving even faster than we initially planned. I mean agriculture, engineering, the fuel and energy complex, and radio electronics. Several hundred products are already practically in the series. I would especially like to note import substitution at the regional level. Local funds for the development of industry are being created, and special investment contracts are widely used.

Nevertheless, quite a lot remains to be done to increase the share of Russian suppliers in production chains, increase competitiveness and, in general, improve the reputation of goods that are produced in Russia, and, therefore, the organization of their distribution chains. Now, having gone part of the way, we can better assess how entire industries can be transformed as a result of the transition to Russian analogues, what benefits manufacturers and the economy as a whole receive from this. And of course, we can assess where our weak points are.

Now two words on a special topic that we have in our field of vision today, photonics. This is one of the promising areas for us, which we continue to pay close attention to. It is an industry that can be a key development area modern science and technology, technologies. Its products are widely used in scientific research, military-industrial complex, microelectronics, mechanical engineering, medicine and many other fields. The volume of the civil photonics market is usually estimated at 60-70 billion rubles a year.

In the development of these approaches, I signed . It limits the admission of foreign furniture and wood products in public procurement. Such measures are introduced for a period of two years, but with known exceptions. Among other things, this measure does not affect enterprises from countries Eurasian Union. For quite understandable reasons - because we have a single market. However, as an incentive, this measure will be applied temporarily so that our market is better structured in relation to our producers.

Now let's listen to the message of the Minister of Industry. Denis Valentinovich (referring to D. Manturov), I ask you to.

D. Manturov: We started systematic work on the development of photonics exactly from the moment of your meeting. By this time, the output of civilian photonics products had grown sixfold. Almost half of the volume produced - and this is 28 billion rubles - is formed by components. This year we conducted an additional assessment of the level of their localization. As part of this work, 177 priority components of photonics have been identified, of which 81 are economically feasible to produce in our country.

Over the past three years, the state has allocated more than 16.5 billion rubles to the development of the industry. Including at the expense of these funds, the production of 61 key component. In particular, the production of laser diodes, modulators and focusing systems for industrial and medical equipment has been mastered, the production of optical fibers has been organized, fiber optic cables, filters and multiplexers for telecommunications equipment. Laser gyroscopes are produced for navigation systems and a number of other important industrial products.

Work on localization is deployed in the formed clusters in photonics. In particular, in Dolgoprudny - in biotechnology, nanobiosensorics. In Perm - the production of equipment based on fiber. In Troitsk - nano- and laser technologies for medicine. Optical fiber production at the technology park site in Saransk. In Novosibirsk and engineering centers in Saratov - precision laser technology. In Zelenograd and Vladimir - microelectronics and laser technology.

Today, there is still a need to localize another 20 components necessary for building systems for storing, transmitting and protecting information, optical sensing, as well as for using new generation laser radiation sources. Appropriate technological solutions are planned to be developed within the framework of a special photonics program submitted to the Government by the Ministry of Education. As the technologies themselves become ready, we, for our part, relying on existing, proven support tools, will provide mass production designated components.

One of the main sectors related to photonics is microelectronics. We integrate these two directions through import substitution projects implemented within the framework of the industry. In total, more than 100 complex projects were launched last year. 11 of them are aimed at creating equipment for the manufacture of microelectronic products. In particular, this applies to industry-leading projects for the development of laser equipment (which has never been produced before) for cutting chips and for creating a photolithography line.

We also solve the tasks of import substitution of the electronic component base within the framework of import substitution and measures in the state program of the military-industrial complex. I would like to note that the types of denomination of the electronic component base created in this case can first of all be used in the civilian segment.

To ensure sustainable demand for Russian microelectronics products, the plan of guaranteed purchases approved by you is being implemented. In particular, deliveries of domestic microchips for passport and visa documents of a new generation and electronic policies of compulsory medical insurance are already being delivered. And also - microprocessors for Mir payment cards and RFID tags for marking various types of products. In the horizon until 2022, we estimate the volume of purchases of microelectronics products through the federal authorities alone at more than 20 billion rubles. This will make it possible to additionally load production capacities and develop competencies in new niches of the civilian segment.

In general, we have all the mechanisms working in these two areas, they are well established. We believe that we will be able to implement all areas within the specified time frame for all import substitution plans.

At the end of my speech, Dmitry Anatolyevich, I would like to turn to you. This is the second time you visit the exhibition in Crocus, which is aimed at demonstrating the results that companies demonstrate in terms of import substitution. I would like to ask for your consent to include it in the list of exhibitions supported by the Government. If you don't mind, I will prepare an appropriate report on this topic.

D. Medvedev: Thank you, Denis Valentinovich. Regarding the exhibition: I think it is really useful. It allows us to show what we have achieved, especially in the field of sophisticated equipment, in terms of import substitution. You can see it all, touch it, see how it works. So I think it's a smart idea to give the exhibition a permanent character.

Now back to photonics, I understand that the topic related to funding is still important for us. Do we have an understanding of what is the minimum volume required to connect all existing sources?

D. Manturov: Dmitry Anatolyevich, taking into account the fact that we have all the measures drawn up and reflected in the existing state programs (this is the State Defense Industrial Complex, since both photonics and microelectronics, as I have already reported, are used in all areas), we expect that the funds that the Ministry of Education also laid down in its separate program for the development of this direction, will continue for the next three years. We have also drawn up a state program for the development of the radio-electronic industry for the next three years. You agreed on the limits for us, which are sufficient for the development of the main events on the topic today.

D. Medvedev: Okay. I hope that as a result of our discussion today, concrete positions will appear under each item of this plan. Because we are already implementing this approach for the second time, I say it again, but at first we just talked about the usefulness and value of the topic of photonics in terms of the country’s technological development, and now we are looking at it from the angle of import substitution. I ask you and, Arkady Vladimirovich, you to look together at what kind of funding is needed, including through our scientific foundations and within the framework of government programs about which Denis Valentinovich said.

2. December 1 in the city of Salavat, Bashkiria, at the Gazprom Neftekhim Salavat enterprise, the production of acrylic acid and butyl acrylate was launched.

The plant plans to produce 80,000 tons of acrylic acid per year, 35,000 tons of glacial acrylic acid, and 80,000 tons of butyl acrylate.

The project was implemented using the technology of the Japanese Mitsubishi Chemical Corporation.

The company's products are in demand in the production of paints, latexes, superabsorbents and other products.

Raw materials - propylene and butyl alcohol - are supplied from the subsidiary plant of the STS "Monomer". The project was implemented as part of the program of the Russian government on import substitution.

3. In the Ishim rural municipality, a workshop for the production of lysine sulfate was launched at the plant for deep processing of grain of the AminoSib company. The new workshop closed the full cycle of wheat processing. The new enterprise will be able to cover 40% of the needs of the Russian market in lysine.

4. Specialists of the corporate research center LLC RN-TSIR (part of the research and development complex of NK Rosneft) have developed a new additive for the production of Euro DT-E-K5 diesel fuel.

A unique feature of the developed additive is its bifunctionality - a combination of depressant-dispersant and anti-wear properties, which significantly improve fuel pumpability at low temperatures and prevent fuel separation during storage at low temperatures. 5. The Moscow region company PRODIS.Tech has developed its own technology for the production of highly sensitive X-ray detectors with a sensor pixel size of only 50 microns. The conversion of X-ray radiation into optical is carried out on the basis of CsI (cesium-iodine) or GadOx (gadolinium oxysulfide) scintillator materials.

The development ensures the technological independence of the domestic industry in industries where, until recently, imported detectors dominated, as well as outdated film radiography technology.

6. As part of import substitution, together with a South Korean company, RUSKO LIFT LLC mastered the production of a new product for Bashkiria - elevator equipment.

9. "DST-Ural": the first bulldozer 20 traction class /

The Chelyabinsk manufacturer of tracked construction equipment, DST-Ural, has completed testing of its first 39-ton bulldozer TM10.11 GST20, which belongs to the 20th traction class. 12. Production of baby care products opened in the Moscow region

15. OOO Stavropol Plant of Polymer Stabilizers, managed by Ritm-B, launched Russia's first line for the production of complex stabilizers for the chemical industry.

18. Engineers of the Roselectronics holding of the Rostec State Corporation have developed an interferometer based on domestic components, including own production. The laser interferometric nanodisplacement meter designed for precise measurement of lengths was designated LIS-01M.

22. In Moscow on December 25 opened largest plant professional sound and lighting equipment "Russian sound systems". 25. At the Chepetsk Mechanical Plant (Udmurtia, part of the Fuel Company of Rosatom "TVEL"), for the first time in Russia, the production of hafnium oxide was created.

The peculiarity of the technology is that the raw material for the manufacture of a new commercial product is our own hydrometallurgical waste from the production of reactor zirconium.

The main goal of the exhibition is to promote the fulfillment of the tasks set by the President Russian Federation Vladimir Putin regarding the import substitution program.

I specially copied the purpose of the exhibition from the official website in order to know what it is all about, otherwise it is not clear what all this is for ... If a strategy for import substitution in various aspects of management is taken, then it is necessary to somehow present this on a larger scale than that what was shown at the exhibition.

But first things first.

The largest and strongest (weight 16.6 tons) were two Bryansk harvesters at the beginning of the exposition. These are self-propelled combine harvesters Desna-Polesye GS12 A1, which are a further development of the popular KZS-1218 combine harvester.

A little further was the stand of the company AVTOROS.
We have repeatedly written about their all-terrain vehicle SHAMAN and even visited the production of these eight-wheeled giants.


The exhibition presents a SHAMAN in bright red.


There are no global changes. Eight wheels with ultra-low pressure tires. All wheels can turn according to the three control modes laid down.


There are minor improvements in the form of a side video camera, the presence of sliding windows on all windows, but these are more options than any changes in the design.
Despite the solid price, the portfolio of orders for SHAMAN does not decrease at nine million rubles.

At the exhibition in the tire line you could see a novelty MX-TRIM 1050-500-18LT. This is a medium sized tire, bigger than M-TRIM but smaller than X-TRIM or MAX-TRIM


New aluminum rims were produced for the tire. Their peculiarity is that they have an offset of ET -85 mm, which allows you to install wheels without wheel spacers.

In 2017, the import substitution policy continued to have a direct impact on current work and the formation of business strategies for participants in the domestic IT market - in particular, domestic system integrators. The ICT-Online.ru portal collected the opinions of representatives of IT companies on the most significant events and trends of the past year related to import substitution, changes in relations with partners and expectations from customers, as well as on possible scenarios development of this trend in the coming year.

In your opinion, how has the policy of import substitution affected your company, its work, sales, and also the needs of customers?

I am not very impressed with the word "import substitution", I would talk about the development of Russian software at a faster pace. Focus on own resources, on its own developments, the creation of new unique software with high competitive potential in the global market is an extremely useful trend for the domestic IT market. I would especially like to note that import substitution has not become just a slogan, but is supported by a whole range of initiatives from the state. In particular, the “Development Strategy information society in the Russian Federation for 2017-2030” and the “Digital Economy of the Russian Federation” Program.

In 2017, it was accepted strategic decision to unite developers of various Interprocom practices in one application software development department, which I headed. Resource centralization will allow you to implement larger software development projects, distribute your resources more efficiently and use an agile approach. The department is engaged in the creation of strategically promising software products, business solutions, mobile applications, cloud services, processing of complex IT systems based on microservice architecture. We have large and far-reaching plans and projects, the impetus for the development of which was largely given by "import substitution".

If we are talking about our customers, then they are not ready to completely abandon existing foreign software for various reasons: investments in legacy systems, unique functionality, a large number of 24x7 application solutions that require complex process development and migration. However, the prospects are already visible in the growing interest in cloud environments with Russian software, software with open source, flexible solutions based on microservices. The ice has broken, and today business, not to mention government organizations, is beginning to increasingly actively implement domestic software, the range of which, judging by the Register of domestic software, is constantly expanding, and the quality is growing.

What new Russian partners and products have appeared in your portfolio during this time?

Last year, our company began cooperation with two of the largest companies in their fields Russian organizations. Within the framework of the Third Eastern Economic Forum, an agreement on public-private partnership was signed between the All-Russian Institute of Scientific and Technical Information of the Russian Academy of Sciences (VINITI RAS), subordinated to the FASO of Russia, and Interprocom. In addition, we continue to cooperate with the country's leading technical universities to work on topics simulation modeling production processes, on additive technologies in production. With the support of the All-Russian Sailing Federation (VFPS), we continue to develop the RegataScope system for analytics of sailing races. We are improving our own multi-threaded telematics server to collect and process information from a variety of devices, including sensors of our own design.

In the light of import substitution, how has the approach to concluding partnership agreements with foreign companies (both Western and, for example, Chinese) changed, by including foreign solutions in the line?

We annually evaluate our results of cooperation with various vendors, monitor trends and customer needs, company mergers in order to dynamically respond to market changes.

The geography of our foreign cooperation includes France, the USA, Germany, China and other countries. For example, last year we added Lenovo, Ivanti and Dell EMC to our technology partnership list.

What are your forecasts and plans for import substitution?

We believe in the positive dynamics of the IT market and hope not just for import substitution, but for the implementation of the Program for the Transition to a Digital Economy. We hope that in 2018 it will become one of the powerful catalysts for the development of IT in various fields due to the special attention of the state to IT as one of the key factors innovation, efficiency improvement and development of the economy not only in the country, but also its competitiveness in the international market.

In many areas, the accelerated development of Russian software will give our economy a huge advantage. For example, if we are talking about data management systems, then the development of Russian software at a faster pace in these areas is not only possible, it is necessary. And, for example, in heavy industry in the production of very complex products and systems, the rapid replacement of foreign platforms is currently quite difficult - simply due to the lack of full-featured domestic analogues.

We have long term strategy for the development of the department for the development of applied software in the context of the digital economy and import substitution in particular, which provides for both the development of its own software and the development of partnerships to promote the solutions of other Russian companies. At the same time, we always focus on the needs of our customers, therefore we combine in our portfolio the products of foreign suppliers with solutions domestic companies. We will continue to invest in the development of the competencies of our specialists in order to be in the wake of modern world achievements in the field of IT and create our own unique products and solutions.

The sanctions policy of Western countries directed against Russia made it necessary to urgently take measures to transfer key parts of the agro-industrial complex to domestic manufacturer. So in the everyday life of Russians a new word appeared - import substitution. This is the name of a set of measures, as a result of which the vast majority of foreign goods will be replaced by Russian ones.

Work to reduce imports began in 2014. After 2 years, we can already state that there are impressive successes in many areas of the economy. Marking #MadeinRussia# began to appear more often in all areas of trade literally from the first days of the announced "mobilization" of the domestic production market and covered a wide price range of goods. In 2017, it is planned to more actively implement the steps outlined in the framework of import substitution 2014-2020.

The activity pursues one main goal - to reduce or completely stop the import of specific groups of goods, instead to establish its own production of the same or similar products. For about two years, this task has been one of the top priorities for the government of the Russian Federation. It all started with a list of additional instructions approved by V. Putin in May 2014. The document lists specific steps to stimulate economic growth, including work on import substitution in various industries and the agricultural sector.

The question of an urgent transition to one's own allowance stood apart. In order to prevent the growth of the shortage of goods prohibited for import into Russia, urgent decisions were made on import substitution in agriculture. For this reason, the sectoral program was developed and adopted earlier than the others, in October of the same year.

Which industries are most in need of import substitution

The next step was the development in 2015 of 20 programs for the most needy sectors of the civil industry. To feel the scale of the activity, as well as the full responsibility of the problem, it is enough to indicate:

  • leading employees of 4 government departments were involved in the work - the Ministry of Transport, the Ministry of Energy, the Ministry of Industry and Trade, the Ministry of Communications of the Russian Federation, not counting other authorities, analytical, research companies, settlement centers, etc.;
  • documents cover approximately 2.5 projects to be implemented in the period up to 2020.

In the course of one of his speeches, D. Medvedev announced the list of industries in particular need of Russian manufacturer. Were named:

The resolution and the conclusions of the cluster commission speak of 7 industries that require a serious “reset”. This:

  1. Tourism.
  2. Gas industry.
  3. Construction.
  4. Radioelectronics.
  5. Lenexpo.
  6. Heavy industry.

Specific solutions have been worked out in these areas. Economists, businessmen, industrialists, and the country's leadership had to do a tremendous amount of work. All participants and many residents of Russia at the same time say that the sanctions have become the very long-awaited motivation that stimulated the domestic manufacturer.

Import substitution for certain product categories

Almost immediately after the introduction of sanctions bans and retaliatory measures from the Russian Federation, experts named a group of products that, without special efforts can be replaced by domestic ones throughout the country. It includes:

  • meat: in a very short time, you can completely switch to the consumption of local pork and beef. Poultry meat will thaw a little and take the second position in terms of supplies;
  • oils: several vegetable and animal varieties. At the beginning of import substitution, the share of imports was approximately 20%;
  • milk, dairy products, including cheeses: by 2020, it is planned to completely abandon foreign delicacies.

Experts say that we have a huge potential for the development of the agricultural sector. The country is 90 percent capable of feeding itself without outside help and providing food support to its neighbors. In this sector, changes began before the adoption of import substitution measures, i.e., sanctions may have accelerated the process, but did not become its starting point.

Methods and ways of implementing import substitution

Financial support for projects is provided in several ways:

  • state subsidies, co-financing of research;
  • provision of grants, preferences to holdings participating in public procurement.

In the very first autumn, officials decided to increase the volume of lending to companies on preferential terms and in the long term. Offers apply only to competitive projects that have been approved by competent persons and are being prepared for implementation in the period up to 2018. The selection is carried out among enterprises and holdings actively working in the following sectors:

The main requirement for obtaining financial support on favorable terms, is the need to locate production in one of the regions of the Russian Federation.

The government has taken other measures to support import substitution projects. The state offers:

  • large targeted loans from the federal budget;
  • financing of enterprises at the pre-production stage;
  • special measures to stimulate import substitution through state/municipal procurement.

With the help of these steps, the state limits the purchase of raw materials and finished products from foreign manufacturers. Embargoes also apply to the purchase of certain groups of essential goods. These include medicines, clothing, equipment manufactured by engineering companies, technical means and components for defense enterprises.
