In December 2012, the Chinese fishing holding Pacific Andes decided to please investors and issued a memorandum declaring itself one of the largest fish producers in Russia with a catch of about 543,000 tons according to Russian quotas in 2009-2010. As the main criterion in the preparation Forbes rating used the volume of quotas for catching marine resources assigned to companies for 2017. Information about quotas is contained in the orders of the Federal Agency for Fishery and affects fishing in the economic zone of Russia and foreign states, as well as conventional areas of the World Ocean. We wanted to not only define largest companies, but also to find large influence groups - for this, the data of the Kontur.Focus system were used. Companies were united into groups if they had common owners and founders.

The figures obtained do not always reflect the final catch of the companies, and therefore their revenue. First, we took into account only those types of aquatic biological resources (WBR) for which the total allowable catch (TAC) is established. In addition to them, there are VBRs, which set the possible catch, determined on the basis of scientific forecasts of how many fish can be caught without harming a certain population. We didn't take it into account. Secondly, the fishing industry is extremely closed and non-transparent, and the Federal Agency for Fishery does not disclose data on all quotas. On the website of the main department, you can find figures only for the most popular species VBR. Thirdly, many companies are simply not able to choose quotas due to the old fleet and the lack of a sufficient number of employees. Therefore, the fish rentier model has long been formed in the industry - many companies sell their quotas to other players.

The volume of quotas should also not be directly correlated with possible revenue. Income from the sale of, for example, pollock is incomparable with the income of crab fishermen, while the quota for crab is several times less than the quota for pollock. For this reason, the companies of businessman Oleg Kan were not included in the rating. On Sakhalin, he was unofficially nicknamed the crab king, but the volume of his quotas, according to the Federal Agency for Fishery, falls short of even up to 40,000 tons. The rating draws a line under a ten-year period in the history of Russian fishing. Most of the current quotas were allocated back in 2008. In 2018, the so-called keel quotas will start working: 20% of all quotas will be distributed among fishermen who are ready to invest in fleet renewal.


The largest fishing holding in Russia began with the Murmansk company Karat and the Norwegian Ocean Trawlers, founded by partners Vitaly Orlov, Magnus Roth and Alexander Tugushev.
