1. The Department of Veterinary Medicine of the Ministry of Agriculture of the Russian Federation (hereinafter referred to as the Department of Veterinary Medicine) was formed on the basis of the Law of the Russian Federation "On Veterinary Medicine".

2. The Department of Veterinary Medicine is a structural subdivision of the Ministry of Agriculture of the Russian Federation that organizes the activities veterinary service of the Russian Federation for the prevention of animal diseases, control over the production of complete and veterinarily safe livestock products and for ensuring the protection of the population from diseases common to humans and animals.

3. The Department of Veterinary Medicine has under its subordination research veterinary institutes, veterinary laboratories, anti-epizootic teams and expeditions, zonal departments of state veterinary supervision in state border and transport, veterinary control services at enterprises for the processing and storage of livestock products and other veterinary institutions.

4. The Department of Veterinary Medicine is guided in its activities by the Constitution of the Russian Federation, the Law of the Russian Federation "On Veterinary Medicine", other legislative acts, decrees and orders of the President of the Russian Federation, decisions and orders of the Council of Ministers - the Government of the Russian Federation, orders and instructions of the Ministry of Agriculture of the Russian Federation, as well as these Regulations.

5. The main tasks of the Veterinary Department are:

development and implementation of federal targeted programs for the prevention and elimination of quarantine and especially dangerous animal diseases, plans for veterinary services for animal husbandry and the release of products that are veterinarily safe;

participation in the formation federal programs for the training of veterinary specialists, the production of drugs and the conduct of technical research on veterinary problems;

control over compliance by executive authorities and officials, enterprises, institutions, organizations, other economic entities, regardless of their subordination and forms of ownership, public associations, international organizations, foreign legal entities, citizens of the Russian Federation, foreign citizens and stateless persons - owners of animals and livestock products (hereinafter referred to as enterprises, institutions, organizations and citizens) of the veterinary legislation of the Russian Federation;

protection of the territory of the Russian Federation from the introduction of contagious animal diseases from foreign countries;

organizing and improving the efficiency of state and departmental veterinary and sanitary supervision.

6. Veterinary Department in accordance with the tasks assigned to it:

organizes forecasting, development of programs for the prevention and elimination of animal diseases, establishes the procedure for conducting veterinary and sanitary examination and certification of products and raw materials of animal origin and organizes control over their implementation, as well as ensures veterinary protection of animals and the environment;

interacts with the bodies of sanitary and epidemiological supervision in the implementation of activities in the field of protecting the population from diseases common to humans and animals, and preventing food poisoning;

determines the list of quarantine and especially dangerous diseases, gives binding instructions for all persons to slaughter or destroy animals in case of their infection with especially dangerous infectious diseases according to the list approved by the Department of Veterinary Medicine;

prohibits, until the necessary veterinary and sanitary and anti-epizootic measures are taken, the operation of livestock facilities, enterprises of the meat and dairy industry, enterprises for the processing and storage of products and raw materials of animal origin in case of detection of contagious animal diseases or the establishment of an unsatisfactory veterinary and sanitary condition of these facilities and enterprises;

maintains veterinary statistics related to diseases of farm animals, makes proposals in accordance with the established procedure for improving the forms of accounting and reporting on veterinary medicine;

controls the implementation by enterprises, institutions, organizations and citizens of veterinary and preventive measures, their compliance with the current veterinary rules, takes measures to suppress violations of the veterinary legislation of the Russian Federation;

exercises control over export, import, transit transportation (transportation) of animals, products and raw materials of animal origin, fodder, biological chemical and pharmaceutical preparations, and other controlled cargoes;

controls the implementation of measures to protect the territory of the Russian Federation from the introduction of contagious animal diseases from foreign countries;

develops veterinary regulations other regulations obligatory for implementation in the course of animal husbandry, animal husbandry, production, storage, transportation and sale of animal products;

directs the work of the veterinary pharmacological council and the commission on biological products;

studies and generalizes domestic and Foreign experience organizations of the state veterinary service; submits, in accordance with the established procedure, proposals for improving the veterinary business, taking into account the changes taking place in the economy;

carries out activities to improve laboratory work and diagnosis of animal diseases;

manages state certification and registration of domestic and imported drugs and technical means for veterinary purposes, develops a system for their standardization and certification, issues permits for their production and sale, prohibits production and cancels previously issued registration certificates in the event of an adverse effect of the drug on the animal's body;

submits, in accordance with the established procedure, conclusions on inventions, tests and implements inventions into practice and rationalization proposals in the field of veterinary medicine;

creates special teams (groups) in subordinate research veterinary institutes and other veterinary institutions to provide expert veterinary assistance during unplanned anti-epizootic and veterinary-sanitary measures in special conditions and extreme situations, coordinates their work and supervises the implementation of veterinary elimination measures foci and affected areas;

forms the necessary reserve of biological and medicinal preparations, disinfectants and material and technical resources at bio-enterprises, veterinary supply bases;

exercises control over the storage and use of strains of microorganisms in scientific and industrial institutions, organizations and enterprises. Gives permission to import into the Russian Federation and export from it strains of pathogens of animal diseases, gives permission to research institutes and other institutions to obtain virulent cultures of pathogens of quarantine and especially dangerous animal diseases;

considers and agrees on the norms of technological design of livestock complexes, poultry farms, meat processing plants, other enterprises for processing livestock products, industrial buildings, taking into account their compliance with veterinary and sanitary requirements, and organizes control over compliance with these requirements during the construction of facilities;

draws up projects for financing veterinary and sanitary measures and cost estimates for the maintenance of veterinary institutions directly subordinate to the Department of Veterinary Medicine.

7. The Department of Veterinary Medicine distributes the limits of centralized capital investments allocated to it from the republican budget of the Russian Federation and other sources of funding intended for the construction, reconstruction of the production and technical base of institutions of the state veterinary service of the Russian Federation, research institutes, as well as for the purchase of specialized veterinary equipment , instruments and laboratory equipment.

8. The Department of Veterinary Medicine, in accordance with the established procedure, makes proposals on the amount of appropriations from the republican budget of the Russian Federation necessary for the implementation of anti-epizootic measures in agricultural enterprises, regardless of the form of ownership.

9. The Veterinary Department is headed by a chief who is appointed to and dismissed by the Council of Ministers - the Government of the Russian Federation.

The Head of the Veterinary Department is also the Chief State Veterinary Inspector of the Russian Federation.

10. Chief State Veterinary Inspector of the Russian Federation and his deputies on duty official duties wear uniforms.

Samples of uniforms are approved by the Ministry of Agriculture of the Russian Federation in agreement with the Ministry of Finance of the Russian Federation.

11. Head of the Veterinary Department - Chief State Veterinary Inspector of the Russian Federation:

organizes the work of the Department of Veterinary Medicine, bears personal responsibility for the fulfillment of the tasks assigned to it, distributes duties between his deputies and heads of departments, approves regulations on departments (departments) of the Department of Veterinary Medicine;

coordinates the work of the Department of Veterinary Medicine and main departments, departments, departments and other structural subdivisions of the Ministry of Agriculture of the Russian Federation;

in accordance with the approved nomenclature of positions, makes proposals for the appointment and dismissal of employees of the Veterinary Department; appoints and dismisses heads of institutions directly subordinate to the Department of Veterinary Medicine; submits proposals in accordance with the established procedure, as well as resolves issues of encouraging employees of the Veterinary Department and imposing disciplinary sanctions on them;

represents on issues within the competence of the Veterinary Department in all state and public institutions, enterprises, organizations, arbitration court, the court without a special power of attorney, issues powers of attorney (including with the right of substitution), and also concludes business contracts on behalf of the Department of Veterinary Medicine;

is the manager of funds allocated for anti-epizootic measures and centralized capital investments. Within the allocated allocations, determines the structure, staffing, cost estimates, as well as the procedure for rewarding employees of subordinate organizations.

12. Appointment and dismissal of managers territorial bodies management of the state veterinary service of the Russian Federation are carried out by the relevant executive authorities in agreement with the heads of higher management bodies of the state veterinary service of the Russian Federation.

13. The Department of Veterinary Medicine has a seal depicting the State Emblem of the Russian Federation and with its name.

The history of the Center for Veterinary Medicine begins in October 1981, when, in accordance with the order of the USSR Ministry of Agriculture, the All-Union Epizootic Expedition to Combat Animal Diseases of the Main Directorate of Veterinary Medicine was created. After many years of transformations, in accordance with the order of the Ministry of Agriculture of the Russian Federation dated April 3, 2003 No. 545, on the basis of the State Institution "Central Veterinary Expedition to Combat Particularly Dangerous Diseases", the Federal government agency"Veterinary Center", and in 2011 the Center was given the status budget institution. The founder of the FSBI "Veterinary Center" is the Ministry of Agriculture of the Russian Federation. The activity of the institution is coordinated by the Veterinary Department of the Ministry of Agriculture of Russia.
The main activity of the institution is the organization of the provision of anti-epizootic measures on the territory of the Russian Federation, as well as assistance in the implementation of the state policy on biological safety of the Russian Federation. As part of the main activity to ensure the implementation of measures for the diagnosis and specific prevention of contagious, including especially dangerous, animal diseases in the territory of the Russian Federation, the Veterinary Center calculates the need for medicines and preparations for veterinary use, as well as monitors their supply to the subjects Russian Federation. In accordance with the regulations legal acts The Ministry of Agriculture of the Russian Federation FSBI "Center for Veterinary Medicine" annually draws up a Consolidated plan for diagnostic studies, veterinary preventive and anti-epizootic measures in farms of all forms of ownership in the Russian Federation and monitors the implementation of measures by collecting and analytical processing of urgent, quarterly and annual veterinary reporting according to seven established statistical forms. Since 2008, to provide information support for the activities of the state veterinary service of the constituent entities of the Russian Federation, the Center for Veterinary Medicine has been preparing, printing and distributing collections of legal acts, recommendations and other information materials in the field of veterinary medicine. In accordance with the instructions of the Department of Veterinary Medicine of the Ministry of Agriculture of Russia, on the basis of the Federal State Budgetary Institution "Center for Veterinary Medicine", from 2007 to 2012, and also since 2015, advanced training courses have been held for managers and specialists of the state veterinary service of the constituent entities of the Russian Federation, territorial departments Rosselkhoznadzor. Since 2009, the institution has been holding seminars for specialists involved in the circulation of medicines intended for animals. Also, since 2011, the Veterinary Center has been holding consulting webinars for specialists in order to discuss problematic issues in various areas activities of the system of the state veterinary service of the Russian Federation, including in the field of ensuring the implementation of anti-epizootic measures with medicines and preparations for veterinary use, an overview of the epizootic situation with contagious animal diseases in the territory of the Russian Federation, legal regulation in veterinary medicine. The institution actively participates in the events of the Russian agro-industrial exhibition " Gold autumn". According to the results of activities in 2007 - 2016, for ensuring the implementation of anti-epizootic measures against especially dangerous animal diseases in the Russian Federation, the Center for Veterinary Medicine was awarded 6 diplomas and 8 gold medals. In 2009, the institution for Active participation in implementation State program for the development of agriculture, the gratitude of the Ministry of Agriculture of Russia was announced. The priority task of the FSBI "Center for Veterinary Medicine" is to ensure the epizootic well-being of the territory of the Russian Federation.

Formation of a consolidated plan for diagnostic studies, veterinary preventive and anti-epizootic measures on the territory of the Russian Federation;
- providing medicines and preparations for veterinary use for anti-epizootic measures in the Russian Federation and monitoring their implementation;
- monitoring, analysis and forecasting of the epizootic well-being of the territory of the Russian Federation;
- participation in information, methodological, regulatory support of the activities of the state veterinary service;
- participation in the development of draft regulatory legal acts in the field of veterinary medicine, draft targeted programs and plans to ensure epizootic well-being in the Russian Federation;
- participation in holding and organizing webinars, congresses, conferences, seminars, exhibitions, thematic meetings and other events in the field of veterinary medicine,
- Implementation of publishing activities in the field of veterinary medicine.

6. Veterinary Department in accordance with the tasks assigned to it:

12. Appointment and dismissal of the heads of territorial management bodies of the state veterinary service of the Russian Federation are carried out by the relevant executive authorities in agreement with the heads of higher management bodies of the state veterinary service of the Russian Federation.
