The Government plans to launch a geomarketing navigator system.

For this, over 200 business plans were developed in 75 areas of small business. With the help of this system, it will be easier for entrepreneurs to choose an area or niche for starting a small business.

There are several other types of assistance to start-up entrepreneurs from the state:

  1. Renting real estate on preferential terms.
  2. Acquisition of state property into ownership at preferential prices.
  3. Use of infrastructure specially created by the state for the development of entrepreneurial activity (technoparks, offices, business incubators, etc.).

In turn, Moscow investment attractiveness ranked second in the national rankings and fifth among European cities according to the international edition of the Financial Times.

The content of the training program is based on the best business practices and case studies that are relevant in business.

The CUB will also advise entrepreneurs on various business issues: labor and civil legislation, accounting. Here they can prepare an application for the transition of the enterprise to a simplified or patent taxation system.

Step 2. Choose a premise for doing business. The staff of the center will help you get acquainted with the various options and tell you about the lease on preferential terms of non-residential premises owned by the city of Moscow. To date, the initial preferential rental rate for such premises is 4.5 thousand rubles per sq. m. m per year and 1 thousand rubles per 1 sq. m. m per year for premises located in the basement. The Central Department Store will help with information on the availability of vacant premises in city technology parks. There are more than 30 technoparks with various industry specializations in the capital. In addition, if at the beginning of your business path you do not need large areas, you can get workplace in one of the six coworking centers of the State Budgetary Institution "Small Business of Moscow".

Step 3. Decide on funding. The specialists of the Central Bank of Ukraine will consult on the sources of obtaining business financing on different stages development, will invite entrepreneurs to visit special educational programs and events where representatives of financial structures speak. From the side of the city today are carried out the following types financial support, all details on them will be provided to the CUB:

  • Warranty Support Program in the Capital Small Business Lending Assistance Fund. The Fund will help to attract credit to successful companies if they do not have enough own security (collateral) for creditors. You can apply to the Fund or through the CUB. An entrepreneur can independently apply to any of the creditors-partners of the fund, among them 70 banks and 6 leasing companies. The guarantees of the Fund cover up to 70% of the loan. So, only in the first five months of 2018, thanks to this program, entrepreneurs received funding for total amount more than 9 billion rubles. It is important to understand that without state support, the vast majority of these borrowers would have been refused by lenders.
  • Preferential long-term investment loans in the amount of 5 to 100 million rubles, for a period of up to 5 years, the Moscow Industry and Entrepreneurship Support Fund offers companies operating in the field of production, scientific research or software development at a rate of 5% per annum, and for residents of technoparks and industrial complexes of Moscow at a rate 2% per annum.

I have a gym in Krasnodar. I opened the gym in 2017, and to start I needed 360,000 rubles, 117,600 of which I received at the employment center - this was the maximum possible amount.

A business plan shows when a business will become profitable and how to achieve it.

Financial section from the job center template

There are no strict deadlines for preparing the plan, but I wanted to do it quickly. It took me a week to plan. I did not know some of the terms and googled on the Internet what is capital expenditures or gross profit.

The title page of my business plan. It should already have OKVEDs and money settlement, and then there are risks, marketing plan, organizational and production.

In the business plan, I wrote that I would spend the money of the center on simulators. In terms of prices and the number of simulators. I looked at the cost of simulators in the store where I planned to buy, and only then wrote it down in the plan. All this is necessary to comply with the procurement rules.

The price of simulators must be reliable: what he wrote in the business plan, you will have to buy for this. You cannot write that the simulator costs 15,000, and then buy it for 45,000.

There are two stages to checking the business plan: first, the center's accountant reviews it. If she agreed, the plan can be submitted for defense before the commission.

The plan was handed over like this: an employee of the center asked to print and bring the printout to the center, she herself will give it to the accountant. I did so, and four days later she called and said to come in. I went in, got my printout, and in it the accountant's notes.

I made a mistake in the formulas with profitability and payback period. The accountant crossed out with a pen where it was wrong. There is no such thing that you can sit down and deal with the mistakes with an accountant, so I corrected what I understood myself.

I made a mistake in the formula with the calculation of profitability: I entered the wrong numbers, so I got an accountant's visa the second time. In the example, the formula is correct.

I made corrections in a week and showed the plan to the accountant again, but I was not completely sure that there were no mistakes. Fortunately, the accountant allowed me to defend myself.

Defense of the business plan before the commission

To protect business plans, the center collects a commission. It was like this for me: in May I handed in a business plan, in early July I passed the defense. I learned about the date of protection in five days.

Business plan defense was like state exams. I went into the office, at a long table - members of the commission; As I understand it, these are employees of the ministries. I gave them printouts of the business plan and started talking about the gym. He spoke according to the points of the plan, but did not read from the sheet, but spoke from himself. The members of the commission did not interrupt, they made notes on the plan and sometimes nodded.

I built the presentation according to the following logic:

  • I had a hall and I have experience, I want to open it again, because this business is close to me;
  • already picked up the room and know the price. The area is 150 square meters, the rent will cost 40,000 rubles per month. The room has water, ventilation and a separate entrance;
  • analyzed the area, I know how many people live here and what demand. I calculated that I would train 30 clients per month;
  • I will sell cards to the hall for 1300 rubles, I will put up advertising in the district.

There were few questions for me, they asked:

  • How will you do the dressing room?
  • What about hoods and air?
  • Why don't you want to be a doctor?
  • Why was the hall in Volgograd sold and where did the money from the sale go?

Artem tells how he made the simulators

I don’t remember my answers well, but, for example, they asked: “What is the use of business for people?” I have a gym, and it's useful simply: it's the health, beauty of the population. Then the commission said that the lifting was not enough to buy all the simulators. In response, he said that I would do some of it myself, and listed which ones.

On one day, fifty people defended themselves with me, but ten received money. It helped me that I looked after the premises and opened the hall before that, so I answered questions not in the abstract, but on a concrete example.

The center has a school for entrepreneurs. If you didn’t defend your business plan the first time or didn’t have enough points on the test with a psychologist, you can study at this school. I don't know how training works. They say that teachers help with the plan, calculations and presentation for the commission.

Receipt of money and purchase of simulators

Five days after the defense, they called me and said that everything was fine. I opened an LLC and a week later I received money from the center - 117,600 rubles.

How to open an LLC

It is not necessary to open an LLC, an individual entrepreneur is suitable. The center reimburses the costs of the state duty for registering a business, for this you write an application.

After the transfer of money, the center gave a month for the purchase of simulators. The purchase has rules:

  • prices in the business plan and receipts must be the same;
  • for each simulator you bring a check or invoice to the center;
  • You need to buy in the same city where you received the money.

I bought at the store where I looked at the cost of simulators for a business plan. Therefore, according to the checks and in the business plan, the prices are the same. In a week I bought all the simulators and took the checks to the center in a pack.

Checking the center every three months

Once every three months, employees of the center come to the hall, usually two people each. So the center controls condition for receiving money: the business must work for two years. If the employees come and the hall is closed, I will be asked to return 117,600 rubles.

Employees have a statement with them or something like that, I sign it: yes, they came. Then they take pictures of the hall and ask how things are going - that's the whole check, it takes about fifteen minutes.

The number of start-up businessmen is steadily increasing every year. An increase in their number has a positive effect on economic indicators country as a whole and satisfies the ever-growing needs of the population.

State financial support contributes to the emergence of new small and medium-sized businesses. The authorities of a particular region are trying to introduce methods of assistance: various benefits, subsidies, as well as material payments. How to get such support? Let's figure it out.

Which entrepreneurs can count on help from the state?

The state mainly provides financial support to owners of small and medium-sized businesses. To find out if your company belongs to this category, you should pay attention to the number of employees and the amount of annual turnover. The following formats of enterprises can count on money from the state:

  • start-up business(up to 15 people in the state with an annual turnover of up to 120 million rubles);
  • small business(up to 100 people in the state with an annual turnover of up to 800 million rubles);
  • medium business(up to 250 people in the state with an annual turnover of up to 2 billion rubles).

To qualify for assistance, companies must meet the following requirements:

  • duration of existence from the moment of opening - no more than 2 years;
  • the company is registered with the tax service;
  • SME is not a tax debtor.

Important: the chances of financing are much higher for businessmen who have social benefits, as well as own a social or export-oriented business.

Remember that the state provides support to entrepreneurs whose field of activity is among the priorities. To apply for gratuitous assistance, a businessman must work in one of the following areas:

  • Manufacture of consumer goods.
  • Popular directions of folk art.
  • Offers of rural and ecological tourism.
  • Housing and communal services.
  • Agro-industrial department.
  • The sphere of science and technology, as well as innovation.

How to get government assistance for small business development in 2019?

The main advantage of receiving such a subsidy is that it is free of charge and does not need to be returned after a certain time. The state benefits from this, as a new small enterprise appears on the economic map, providing jobs to citizens, and competition with existing companies increases, which contributes to quality improvement and price stabilization.

But along with the conclusion of a subsidy agreement, the entrepreneur agrees to fulfill certain obligations. The main one is to provide detailed reporting.

Within 3 months from the moment of receiving funds from the state, the businessman is obliged to submit a report with documents on the use of the subsidy to the Employment Center. Trademarks or fiscal receipts, receipts, paid payment orders and other documents. The financial report must be consistent with the paragraph of the business plan, which indicates the purpose of obtaining capital.

Important: if the business person cannot provide confirmation, he is obliged to return the subsidiary funds to the state in full.

Also, the terms of the drawn up agreement suggest that the activity of the financed small enterprise should last at least one year from the date of opening. This excludes the possibility of cooperation with one-day firms.

Help can be obtained from many instances and organizations that have the necessary powers. Here are some of them:

  • City administration. The Department of Economic Development provides information on the types of financial support for small businesses.
  • Chamber of Commerce and Industry. This institution provides assistance in consulting on business, marketing, legal law, it helps to take part in exhibitions.
  • Entrepreneurship Support Fund. Based on the results of the mandatory assessment of the submitted project, the organization allocates finance for the activities of a small enterprise.
  • Business incubator. This organization is engaged in infrastructural support of the ideas of entrepreneurs at all stages of development, starting from the moment of opening.
  • Venture fund. Focuses mainly on innovative projects, further invests money in their activities.
  • Employment center.

Interesting: if your business project is socially or economically beneficial for the state, you can receive not only money for its implementation, but also free education, the right to take part in exhibitions, etc.

After contacting the above authorities, you will receive a list required documents. Here are the papers included in this list:

  1. Passport and TIN of the entrepreneur.
  2. Insurance certificate (SNILS).
  3. A certificate from the accounting department of the last place of official employment, which indicates salary information for three months before the completion of work.
  4. Education document.
  5. Application of a program participant for receiving financial support from the state (according to a specially approved form).
  6. Ready business plan.

Money from the Job Center

The most common way for entrepreneurs to get help is to apply to the Employment Center. How is this procedure carried out?

The first step is to register with the Employment Center and obtain the status of unemployed. This is a prerequisite, since the state allocation of funds is due only to those entrepreneurs who are registered as unemployed citizens. To do this, you need to have the following documents with you:

  • passport of a citizen of the Russian Federation;
  • work book;
  • marital status document;
  • education document.

Then you need to write a business plan with detailed description project, targeted distribution of funds and an indication of its payback period. The third step is to register a business as an individual entrepreneur.

The package of documents is considered by the regional commission within 60 days. If a positive decision is made between the applicant and the Employment Center, an agreement will be concluded, and the funds will be transferred to the recipient's account. The commission may decide to reimburse only certain costs, such as the registration and opening of a small business. If the applicant receives a rejection notice, they may try again.

Grants for new businessmen

This type of allocation of funds from the state involves helping novice businessmen to open a business and those who are engaged in entrepreneurial activity no more than two years. The following organizations have the authority to distribute grants:
