The duration of the working hours of teachers has been revised (norms of hours of pedagogical work for the wage rate). The provisions of the new Law on Education and the changes made to the Labor Code of the Russian Federation were taken into account.

As before, reduced working hours are provided for no more than 36 hours per week.

The specific duration of working time (the norm of hours for the salary rate) depends on the position and (or) specialty of the teacher.

So, the norm of 20 hours a week is set for teachers-defectologists and speech therapists, 24 hours - for music directors and accompanists, 25 hours - for educators directly involved in training, education, supervision and care for students (pupils) with disabilities , 30 hours - for physical education instructors, etc. For school teachers, the norm has not changed and is 18 hours a week.

2. Approve the Procedure for determining the teaching load of teaching staff, stipulated in the employment contract (Appendix N 2).

Appendix No. 1

Duration of working hours (norms of hours of pedagogical work for the wage rate) of pedagogical workers

1. The length of working time (norms of hours of pedagogical work for the wage rate) for pedagogical workers is established on the basis of a reduced working time of not more than 36 hours per week.

2. Depending on the position and (or) specialty, the following working hours or norms of hours of pedagogical work for the wage rate are established for pedagogical workers.

2.1. The working hours of 36 hours per week are determined by:

teaching staff referred to the teaching staff 1 ;

senior educators of organizations carrying out educational activities on educational programs preschool education and additional general education programs, and orphanages that carry out educational activities as additional view activities;

educational psychologists;

social educators;

teachers-organizers;

masters of industrial training;

senior leader;

labor instructors;

educators-librarians;

methodologists and senior methodologists of organizations carrying out educational activities;

tutors of organizations engaged in educational activities, with the exception of organizations engaged in educational activities on educational programs higher education;

heads of physical education of organizations carrying out educational activities on educational programs of secondary vocational education;

teachers-organizers of the basics of life safety;

instructors-methodologists, senior instructors-methodologists of organizations carrying out educational activities.

2.2. The working time of 30 hours per week is set for senior educators (with the exception of senior educators specified in paragraph 2.1 of this Appendix).

2.3. The norm of teaching hours of 20 hours per week for the wage rate is set:

teachers-defectologists;

speech pathologists.

2.4. The norm of hours of pedagogical work 24 hours a week for the wage rate is set:

music directors;

concertmasters.

2.5. The norm of hours of pedagogical work of 25 hours per week for the wage rate is set for educators directly involved in the training, education, supervision and care of students (pupils) with disabilities.

2.6. The norm of teaching hours of 30 hours per week for the wage rate is set:

physical education instructors;

educators of organizations that carry out educational activities on basic general education programs, in which conditions are created for the residence of pupils in a boarding school, as well as for the supervision and care of children in extended day groups, organizations for orphans and children left without parental care, organizations ( groups), including sanatoriums, for students (pupils) with tuberculosis intoxication, medical organizations, organizations social service carrying out educational activities as an additional type of activity (hereinafter referred to as medical organizations and social service organizations), (with the exception of educators provided for in paragraphs 2.5 and 2.7 of this Appendix).

2.7. The norm of hours of pedagogical work of 36 hours per week for the wage rate is set for educators of organizations that carry out educational activities in additional general educational programs, educational programs of preschool education, educational programs of secondary vocational education, as well as those who look after and care for children (with the exception of educators for whom norms of hours of pedagogical work for the wage rate are provided for in paragraphs 2.5 and 2.6 of this Appendix).

2.8. For the norm of hours of pedagogical work for the wage rate of pedagogical workers listed in subparagraphs 2.8.1 and 2.8.2 of this paragraph, the norm of hours of educational (teaching) work, which is a normalized part of their pedagogical work (hereinafter - the norm of hours of educational (teaching) work ).

2.8.1. The norm of hours of educational (teaching) work of 18 hours per week for the wage rate is established:

teachers of organizations engaged in educational activities in the main general educational programs (including adapted ones);

teachers of organizations engaged in educational activities for additional general education programs in the field of arts, physical culture and sports;

teachers of additional education and senior teachers of additional education;

trainers-teachers and senior trainers-teachers of organizations carrying out educational activities on educational programs in the field of physical culture and sports;

speech therapists of medical organizations and social service organizations;

teachers foreign language preschool educational organizations;

teachers of organizations engaged in educational activities in educational programs of secondary vocational education of a pedagogical orientation (with the exception of teachers of these organizations applying the norm of hours of educational (teaching) work of 720 hours per year for the wage rate).

2.8.2. The norm of hours of educational (teaching) work of 720 hours per year for the wage rate is set for teachers of organizations engaged in educational activities in educational programs of secondary vocational education, including integrated educational programs in the field of arts (with the exception of teachers specified in subparagraph 2.8.1 of this paragraph), and for major vocational training programs.

Notes:

1. Depending on the position held in working time teaching staff includes educational (teaching) work, educational work, individual work with students, scientific, creative and research work, as well as other pedagogical work provided for by labor (official) duties and (or) an individual plan - methodological, preparatory, organizational, diagnostic, monitoring work, work provided for by plans for educational, sports and recreational, sports, creative and other events conducted with students.

2. The norms of hours of pedagogical work for the wage rate of pedagogical workers, provided for in paragraphs 2.3 - 2.7 of this Appendix, are established in astronomical hours. The norms of hours of study (teaching) work, provided for in clause 2.8 of this Appendix, are established in astronomical hours, including short breaks (changes), dynamic pause.

3. The norms of hours of pedagogical work for the wage rate, provided for in paragraphs 2.5 - 2.7 of this Appendix, and the norms of hours of educational (teaching) work, provided for in paragraph 2.8 of this Appendix, are calculated values ​​​​for calculating the salary of teachers for a month, taking into account the established by the organization, carrying out educational activities, the volume of pedagogical work or educational (teaching) work per week (per year).

4. For pedagogical work or educational (teaching) work performed by a pedagogical worker with his written consent in excess of established norm hours for a wage rate or below the established rate of hours for a wage rate, payment is made from the established wage rate in proportion to the actually determined volume of pedagogical work or educational (teaching) work, except for cases of payment of wage rates in full size guaranteed in accordance with paragraph 2.2 of Appendix 2 to this order to teachers who cannot be provided with an academic load in the amount corresponding to the norm of hours of educational (teaching) work established for the wage rate per week.

Appendix No. 2

The procedure for determining the teaching load of pedagogical workers, stipulated in the employment contract

I. General provisions

1.1. The procedure for determining the teaching load of pedagogical workers, stipulated in the employment contract (hereinafter referred to as the Procedure), determines the rules for determining the teaching load of pedagogical workers, stipulated in the employment contract, the grounds for its change, cases of establishing the upper limit of the teaching load depending on the position and (or) specialty of pedagogical employees, taking into account the characteristics of their work.

1.2. When determining the teaching load of teaching staff, its volume is established for the implementation of educational (teaching) work in cooperation with students by type learning activities established by the curriculum (individual curriculum), current monitoring of progress, intermediate and final certification of students.

1.3. The volume of the teaching load of pedagogical workers performing educational (teaching) work is determined annually at the beginning of the academic year (training period, sports season) and is established by the local normative act organizations carrying out educational activities.

1.4. The volume of the teaching load established for a teacher is stipulated in an employment contract concluded by a teacher with an organization carrying out educational activities.

1.5. The volume of the teaching load of teaching staff (with the exception of teaching staff replacing the positions of the teaching staff), established at the beginning of the academic year (training period, sports season), cannot be changed in the current academic year (training period, sports season) at the initiative of the employer with the exception of the change in the volume of the teaching load of teaching staff, specified in subparagraph 2.8.1 of Appendix N 1 to this order, in the direction of its reduction, associated with a decrease in the number of hours according to curricula, study schedules, a reduction in the number of students, students, groups, a reduction in the number of classes (set classes).

1.6. The volume of the teaching load of teaching staff (with the exception of teaching staff replacing the positions of the teaching staff), established in the current academic year (training period, sports season), cannot be changed at the initiative of the employer for the next academic year (training period, sports season) with the exception of cases of a change in the teaching load of teaching staff specified in clause 2.8 of Appendix No. 1 to this order, in the direction of its reduction, associated with a decrease in the number of hours according to curricula, study schedules, a reduction in the number of students, students, groups, a reduction in the number of classes (classes -sets).

1.7. Temporary or permanent change (increase or decrease) in the volume of the teaching load of pedagogical workers in comparison with the teaching load specified in the employment contract is allowed only by agreement of the parties to the employment contract concluded in writing, with the exception of changing the volume of the teaching load of pedagogical workers in the direction of its reduction provided for in clauses 1.5 and 1.6 of this Procedure.

1.8. The employer is obliged to notify the teaching staff in writing about changes in the volume of the teaching load (increase or decrease), as well as the reasons that necessitated such changes, no later than two months before the proposed changes are made, unless the change in the volume of the teaching load carried out by agreement of the parties to the employment contract.

1.9. Local regulations of organizations engaged in educational activities on the issues of determining the teaching load of pedagogical workers engaged in educational (teaching) work, as well as its changes, are adopted taking into account the opinion of the elected body of the primary trade union organization or other representative body of employees (if such a representative body exists).

II. Determination of the teaching load of teachers and lecturers for whom the norm of teaching hours is 18 hours per week for the wage rate, the grounds for its change

2.1. The workload of teachers and lecturers is determined taking into account the number of hours in the curriculum, work programs of educational subjects, educational programs, staffing organizations carrying out educational activities.

2.2. Payment of the wage rate in full, subject to additional teaching hours to the established norm, is guaranteed for the following teachers who cannot be provided with an academic load in the amount corresponding to the norm of hours of educational (teaching) work established for the wage rate per week:

1 - 4 classes in the transfer of teaching foreign language lessons, music, visual arts and physical culture for teachers-specialists;

1 - 4 classes, who do not have the necessary training for conducting Russian language lessons, organizations engaged in educational activities in educational programs of primary general education with a native (non-Russian) language of instruction, located in rural areas;

the Russian language of organizations engaged in educational activities in educational programs of primary general education with a native (non-Russian) language of instruction, located in rural areas;

physical culture of organizations carrying out educational activities on general educational programs located in rural areas;

foreign language organizations engaged in educational activities for general education programs located in the villages of logging and rafting enterprises and chemical forestry enterprises.

2.3. When determining the teaching load for the new academic year for teachers and lecturers for whom the organization carrying out educational activities is the main place of work, its volume is maintained and the continuity of teaching subjects, courses, disciplines (modules) in classes (classes-sets), groups is ensured , with the exception of cases provided for in paragraph 1.7 of this Procedure.

Preservation of the volume of the teaching load and the continuity of teaching subjects, courses, disciplines (modules) for teachers and teachers of the graduating classes, groups is ensured by providing them with a teaching load in classes (classes-sets), groups in which the study of those taught by these teachers and teachers for the first time begins subjects, courses, disciplines (modules).

2.4. Teachers, as well as teachers of organizations engaged in educational activities in educational programs of secondary vocational education of a pedagogical orientation, applying the norm of hours of educational (teaching) work of 18 hours per week for a wage rate, for which, for reasons beyond their control, the teaching load decreases during the academic year in comparison with the workload established at the beginning of the academic year, after the expiration of the notification period for its reduction, provided for in paragraph 1.8 of this Procedure, until the end of the academic year, as well as during the vacation period, which does not coincide with the annual main extended paid leave and the annual additional paid leave , payable:

wages for the actually remaining number of hours of study (teaching) work, if it exceeds the norm of hours of study (teaching) work per week, established for the wage rate;

wages in the amount of the monthly rate, if the volume of the teaching load before its reduction corresponded to the norm of hours of study (teaching) work per week, established for the wage rate, and if they cannot be loaded with other pedagogical work;

the salary established before the decrease in the teaching load, if it was set below the norm of hours of study (teaching) work per week, established for the wage rate, and if it is impossible to load them with other pedagogical work.

2.5. When laying on teachers organizations that implement the main general educational programs for whom these organizations are the main place of work, the duties of teaching at home children who, for health reasons, cannot attend such organizations, the number of hours established for teaching such children is included in the teaching load of teachers.

2.6. The onset of holidays for students, including those studying at home, is not a reason to reduce the teaching load and wages for teachers, including in cases where the conclusion medical organization, which is the basis for organizing homeschooling, is valid only until the end of the school year.

2.7. The teaching load, performed in order to replace teachers and teachers temporarily absent due to illness and other reasons, is paid additionally.

III. Determination of the teaching load of teachers of additional education, senior teachers of additional education and the educational (training) load of trainers-teachers, senior trainers-teachers, the grounds for its change

3.1. Determination of the teaching load of teachers of additional education, senior teachers of additional education and the educational (training) load of trainers-teachers, senior trainers-teachers, as well as its change are carried out taking into account the specifics of the implementation of additional general education programs in the field of arts, physical culture and sports, sports training programs in accordance with paragraphs 2.1, 2.2, 2.4 - 2.6 of this Procedure.

IV. Determination of the teaching load of teachers of organizations engaged in educational activities in educational programs of secondary vocational education, the norm of hours of educational (teaching) work for the salary rate of which is 720 hours per year, the grounds for its change

4.1. For teachers of organizations engaged in educational activities in educational programs of secondary vocational education, the norm of hours of study (teaching) work for the salary rate of which is 720 hours per year, the volume of the annual teaching load is determined based on 10 academic months.

Study load on weekends and non-working days holidays not planned.

4.2. For teachers who are on annual main extended paid leave and (or) annual additional paid leave after the beginning of the academic year, the teaching load is determined based on its volume for the full academic year, with the subsequent application of the conditions for its reduction, provided for in clause 4.4 of this Procedure.

4.3. For teachers hired during the academic year, the volume of the annual teaching load is determined by the number of full months remaining until the end of the academic year.

4.4. In the case when the academic load in the annual volume determined at the beginning of the academic year cannot be fulfilled by the teacher due to being on the annual main extended paid leave or on the annual additional paid leave, at training camps, on a business trip, due to temporary disability, a certain for him, the volume of the annual study load is subject to reduction by 1/10 part for each full month of absence from work and based on the number of missed working days for an incomplete month.

4.5. In the case of the actual performance by the teacher of educational (teaching) work on the day the certificate of incapacity for work is issued, on the day of departure on a business trip and the day of return from business trip there is no reduction in workload.

4.6. The average monthly salary is paid monthly, regardless of the amount of teaching load performed by teachers in each month of the academic year, as well as during the holidays that do not coincide with the annual main extended paid leave and the annual additional paid leave.

4.7. Teachers of organizations that carry out educational activities in educational programs of secondary vocational education, applying the norm of hours of study (teaching) work of 720 hours per year for the wage rate, for which, for reasons beyond their control, the study load decreases during the academic year compared to the study load, established at the beginning of the academic year, or reduced on the grounds provided for in clause 4.4 of this Procedure, until the end of the academic year, as well as during the holidays that do not coincide with the annual main extended paid leave and annual additional paid leave, wages are paid in the amount established in the beginning of the school year.

V. Peculiarities of determining the teaching load of pedagogical workers who are on parental leave until they reach the age of three years, as well as persons replacing the positions of pedagogical workers for a certain period, part-time or performing other work along with the work determined by the employment contract

5.1. Determination of the teaching load of teachers, lecturers, teachers of additional education, senior teachers of additional education, trainers-teachers, senior trainers-teachers who are on parental leave until they reach the age of three years, is carried out in accordance with chapters I - IV of this Procedure, respectively , and is distributed for the specified period among other pedagogical workers.

5.2. Determination of the teaching load of teaching staff for a certain period is carried out to fulfill the teaching load for the period of replacement of temporarily absent teaching staff, as well as for the period temporary substitution vacant position before hiring a permanent employee.

5.3. Determining and changing the teaching load of persons filling the positions of part-time teachers, as well as by filling such positions along with the work determined by the employment contract (including the heads of organizations engaged in educational activities, their deputies, other employees along with their main work), carried out in accordance with chapters I - IV and VI of this Procedure.

5.4. Determination of the teaching load for persons replacing the positions of pedagogical workers along with the work determined by the employment contract is carried out by concluding an additional agreement to employment contract, which indicates the period during which the educational (teaching) work will be performed, its content, the volume of the teaching load and the amount of payment.

VI. Determination of the teaching load of teaching staff classified as faculty, and the grounds for its change

6.1. To determine the teaching load of teaching staff replacing the positions of the teaching staff (hereinafter referred to as teaching staff), annually at the beginning of the academic year at structural divisions an organization carrying out educational activities in educational programs of higher education, additional professional programs (hereinafter referred to as the organization in this chapter), taking into account the areas of training they provide, the local regulatory act of the organization establishes the average volume of the teaching load, as well as its upper limits differentiated by positions of the teaching staff composition.

6.2. The teaching load of each pedagogical worker is determined depending on the position he occupies, the level of qualification and cannot exceed the upper limits established for the positions of the teaching staff in the manner established by paragraph 6.1 of this Procedure.

6.3. The teaching load of teaching staff includes the contact work of students with a teacher in the types of educational activities established by paragraph 54 of the Procedure for organizing and implementing educational activities in educational programs of higher education - bachelor's programs, specialist's programs, master's programs, approved by order of the Ministry of Education and Science of the Russian Federation dated December 19, 2013 N 1367 (registered by the Ministry of Justice of the Russian Federation on February 24, 2014, registration N 31402) (hereinafter referred to as the Procedure approved by Order N 1367), clause 7 of the Procedure for organizing and implementing educational activities for educational programs of higher education - residency programs , approved by order of the Ministry of Education and Science of the Russian Federation of November 19, 2013 N 1258 (registered by the Ministry of Justice of the Russian Federation on January 28, 2014, registration N 31136) (hereinafter - the Procedure, approved th order N 1258), paragraph 9 of the Procedure for the organization and implementation of educational activities in educational programs of higher education - programs for the training of scientific and pedagogical personnel in graduate school (adjuncture), approved by order of the Ministry of Education and Science of the Russian Federation of November 19, 2013 N 1259 (registered Ministry of Justice of the Russian Federation on January 28, 2014, registration N 31137) (hereinafter referred to as the Procedure approved by order N 1259), clause 17 of the Procedure for organizing and implementing educational activities for additional professional programs, approved by order of the Ministry of Education and Science of the Russian Federation of July 1, 2013 N 499 (registered by the Ministry of Justice of the Russian Federation on August 20, 2013, registration N 29444), as amended by order of the Ministry of Education and Science of the Russian Federation of November 15, 2013 N 1244 (registered by the Ministry of Justice of the Russian Federation on January 14 2014, registration N 31014).

6.4. The time norms for the types of educational activities provided for in paragraph 6.3 of this Procedure, included in the teaching load of teaching staff, are independently determined by the organization and approved by its local regulatory act.

Norms of time by types of educational activities included in the teaching load of teachers in the implementation of educational programs in the field of training in the interests of defense and security of the state, ensuring law and order in federal government organizations administered by the federal government agencies referred to in paragraph 1 of Article 81 federal law dated December 29, 2012 "On Education in the Russian Federation" 1 are established by the local regulatory act of the organization in agreement with the relevant federal state body.

An academic or astronomical hour is taken as a unit of time according to the established value of the credit unit used in the implementation of educational programs, in accordance with clause 28 of the Procedure approved by order N 1367, clause 17 of the Procedure approved by order N 1258, clause 18 of the Procedure approved by order N 1259.

6.5. The ratio of the teaching load of teaching staff, established for the academic year, and other activities provided for official duties and (or) an individual plan (scientific, creative, research, methodological, preparatory, organizational, diagnostic, therapeutic, expert, other, including those related to raising one's professional level), within the established working hours, is determined by the local regulatory act of the organization depending on the position of the employee.

VII. Establishment of the upper limit of the teaching load of teaching staff

7.1. Depending on the position held, the teaching load of teaching staff is limited by the upper limit in the following cases:

7.1.1. In organizations engaged in educational activities in educational programs of secondary vocational education, for teachers, the norm of hours of study (teaching) work for the salary rate of which is 720 hours per year, the upper limit of the teaching load is set in the amount not exceeding 1440 hours per academic year;

7.1.2. In organizations carrying out educational activities in educational programs of higher education, the upper limit of the teaching load, determined by the positions of the teaching staff in the manner prescribed by paragraph 6.1 of this Procedure, is set in an amount not exceeding 900 hours per academic year;

7.1.3. In organizations carrying out educational activities under additional professional programs, the upper limit of the teaching load, determined by the positions of the teaching staff in the manner prescribed by paragraph 6.1 of this Procedure, is set in an amount not exceeding 800 hours per academic year.

7.2. The volume of the teaching load when working part-time with the same and (or) another employer in the positions of the teaching staff should not exceed half of the upper limit of the teaching load, determined by the positions of the teaching staff in the manner provided for in clause 6.1 of this Procedure.

In accordance with Article 333 of the Labor Code of the Russian Federation (Sobranie Zakonodatelstva Rossiyskoy Federatsii, 2002, N 1, Art. 3; 2004, N 35, Art. 3607; 2006, N 27, Art. 2878; 2008, N 30, Art. 3616 ) and clause 5.2.78 of the Regulations on the Ministry of Education and Science of the Russian Federation, approved by Decree of the Government of the Russian Federation of May 15, 2010 N 337 (Collected Legislation of the Russian Federation, 2010, N 21, Art. 2603; N 26, Art. 3350),

I order:

1. Establish for pedagogical workers, depending on the position and (or) specialty, taking into account the characteristics of their work, the duration of working hours (the norm of hours of pedagogical work for the wage rate) in accordance with the appendix to this order.

2. This order comes into force from the date of entry into force of the decree of the Government of the Russian Federation on recognizing as invalid the decree of the Government of the Russian Federation of April 3, 2003 N 191 "On the length of working hours (norm of hours of pedagogical work for the wage rate) of pedagogical workers" ( Collection of Legislation of the Russian Federation, 2003, N 14, article 1289; 2005, N 7, article 560; 2007, N 24, article 2928; 2008, N 34, article 3926).

Application. Working hours (norm of hours of pedagogical work for the wage rate) of pedagogical workers

Application


The length of working time (norm of hours of pedagogical work for the wage rate) for teaching staff is established on the basis of a reduced working time of no more than 36 hours per week.

Pedagogical workers, depending on the position and (or) specialty, taking into account the characteristics of their work, are established:

1. Working hours:

36 hours a week:

employees from among the teaching staff educational institutions higher professional education and educational institutions of additional professional education (advanced training) of specialists;

senior educators of preschool educational institutions, educational institutions of additional education for children and orphanages;

teachers-psychologists, social teachers, teachers-organizers, masters of industrial training, senior counselors, labor instructors;

methodologists, senior methodologists of educational institutions;

tutors of educational institutions (with the exception of tutors employed in the field of higher and additional professional education);

heads of physical education of educational institutions implementing educational programs of primary vocational and secondary vocational education;

teachers-organizers of the basics of life safety, pre-conscription training;

instructors-methodologists, senior instructors-methodologists of educational institutions of additional education for children of a sports profile;

30 hours a week - for senior educators of educational institutions (except for preschool educational institutions and educational institutions of additional education for children).

2. Norm of hours of teaching work for the wage rate (normalized part of pedagogical work):

18 hours a week:

teachers of grades 1-11 (12) of educational institutions implementing general educational programs (including special (correctional) educational programs for students, pupils with disabilities);

teachers of educational institutions that implement educational programs of secondary vocational education of a pedagogical orientation (with the exception of teachers of such educational institutions who have a norm of teaching hours for a salary rate of 720 hours per year);

teachers of special disciplines 1-11 (12) classes of music, art educational institutions;

teachers of grades 3-5 of schools of general musical, artistic, choreographic education with a 5-year period of study, grades 5-7 of art schools with a 7-year period of study (children's music, art, choreography and other schools), grades 1-4 of children's art schools and schools of general art education with a 4-year term of study;

teachers of additional education, senior teachers of additional education;

trainers-teachers, senior trainers-teachers of educational institutions of additional education for children of a sports profile;

foreign language teachers of preschool educational institutions;

speech therapists of health and social care institutions;

24 hours a week - teachers of grades 1-2 of schools of general musical, artistic, choreographic education with a 5-year term of study, grades 1-4 of children's music, art, choreographic schools and art schools with a 7-year term of study;

720 hours per year - for teachers of educational institutions implementing educational programs of primary vocational and secondary vocational education.

3. The norm of hours of pedagogical work for the wage rate:

20 hours a week - teachers-defectologists, teachers-speech therapists, speech therapists;

24 hours a week - music directors and accompanists;

25 hours a week - for educators working directly in groups with students (pupils, children) with disabilities;

30 hours a week:

physical education instructors;

educators in boarding schools, orphanages, after-school groups, boarding schools at general educational institutions (school boarding schools), special educational institutions for children and adolescents with deviant behavior, preschool educational institutions (groups) for children with tuberculosis intoxication, health care institutions and social services;

36 hours a week - for educators in preschool educational institutions, preschool groups of general educational institutions and educational institutions for preschool and younger children school age, in educational institutions of additional education for children, in dormitories of educational institutions implementing educational programs of primary vocational and secondary vocational education, other institutions and organizations.

Notes.

1. The duration of the working time of pedagogical workers includes teaching (educational) work, educational, as well as other pedagogical work provided for qualifications by positions and features of the regime of working time and rest time of pedagogical and other employees of educational institutions, approved in the prescribed manner.

2. The norm of hours of pedagogical and (or) teaching work for the wage rate of pedagogical workers is established in astronomical hours. For teachers, lecturers, teachers of additional education, senior teachers of additional education, trainers-teachers, senior trainers-teachers, the norm of hours of teaching work for the wage rate includes the lessons (classes) they conduct, regardless of their duration, and short breaks (changes) between them.

3. For teaching (pedagogical) work performed with the consent of teaching staff in excess of the established norm of hours for the wage rate, additional charges according to the received wage rate in a single amount.

4. Teachers who cannot be provided with an academic load in the amount corresponding to the norm of hours of teaching work for the wage rate per week are guaranteed payment of the wage rate in full, provided that they are supplemented to the established norm of hours by other pedagogical work in the following cases:

teachers of grades 1-4 when transferring the teaching of foreign language, music, fine arts and physical education lessons to specialist teachers;

teachers of grades 1-4 of rural general educational institutions with their native (non-Russian) language of instruction, who do not have sufficient training to conduct Russian language lessons;

teachers of the Russian language in rural primary general education schools with their native (non-Russian) language of instruction;

teachers of physical culture of rural general educational institutions, teachers of a foreign language of general educational institutions located in the villages of logging and rafting enterprises and chemical forestry enterprises.

5. Teachers, as well as teachers of educational institutions that implement educational programs of secondary vocational education of a pedagogical orientation (with the exception of teachers of such educational institutions who have a norm of teaching hours for a salary rate of 720 hours per year), who, for reasons beyond their control, during the academic year, the study load is reduced compared to the study load established at the beginning of the academic year, until the end of the academic year, and also during vacation time that does not coincide with the annual main extended paid leave, the following is paid:

wages for the actual remaining number of teaching hours, if it exceeds the norm of teaching hours per week, established for the wage rate;

salary in the amount of the monthly rate, if the volume of the teaching load before its reduction corresponded to the norm of teaching hours per week, established for the wage rate, and if they cannot be loaded with other pedagogical work;

the salary established before the decrease in the teaching load, if it was established below the norm of teaching hours per week, established for the wage rate, and if they cannot be supplemented with other pedagogical work.

The specified pedagogical workers must be informed about the decrease in the teaching load during the academic year and about the additional workload with other pedagogical work no later than two months in advance.

6. To teachers of educational institutions that implement educational programs of primary vocational and secondary vocational education, for whom, for reasons beyond their control, during the academic year, the teaching load is reduced compared to the teaching load established at the beginning of the academic year until the end of the academic year, as well as in vacation time that does not coincide with the annual main extended paid leave, wages are paid in the amount established during the billing at the beginning of the academic year.
