The translation is not certified by the signature of the responsible person and the seal of the organization, which is a violation of clause 4.1 of the Instruction on the procedure for maintaining work books, approved by the Decree State Committee for Labor of the USSR dated DD.MM.YYYY and in violation of paragraph 2.13 of the Instruction, the name of the organization where N.M. Having studied the materials of the case, evaluating the arguments and objections of the parties, the arbitration court finds the claim justified and subject to satisfaction on the following grounds.

Decision executive committee of the Kuibyshev City Council of People's Deputies of the Kuibyshev Region No. 334 dated May 4, 1978, a land plot of about 1.3 hectares was allocated to the production association "CenterEVMkompleks" for the construction of an administrative and laboratory building at the intersection of Stavropolskaya and Antonova-Ovseenko streets in quarter 556 of the Soviet District ( vol. 2 pp. 70-71).

The specified document defines the obligation of the enterprise to carry out construction according to the project developed on the basis of the decision of the City Executive Committee No. 125 of February 24, 1977 and agreed with the Main Architectural and Planning Department. On January 20, 2004, the Federal State Unitary Enterprise "Samara State Enterprise of Computer Engineering and Informatics" issued a certificate of entry into the register of federal property assigned to the state enterprise on the right of economic management (vol. 2, case file 100).

In connection with the arisen production need, defendant 2 reconstructed the facility at the expense of the federal budget.

Compliance of objects with generally binding norms and rules was confirmed by an expert opinion based on the results of an examination of operational documentation dated May 7, 2007. pp. 143-146), by a letter from the Department of State Fire Supervision of the Soviet District of Samara dated February 18, 2007 (v. 1 pp. 123), a technical report made by Bureau of Non-Departmental Expertise LLC (v. 1 case files 46-106).

The court considers that, by virtue of a direct indication of the law, the real estate objects declared in the lawsuit are federal property.

In accordance with Article 113 of the Civil Code of the Russian Federation, a unitary enterprise is commercial organization not endowed with the right of ownership to the property assigned to it by the owner.

Part 2 of Article 299 of the Civil Code of the Russian Federation provides that the fruits, products and income from the use of property under economic control, as well as property acquired by a unitary enterprise under an agreement or other grounds, come under the economic control of the enterprise in the manner prescribed by this code, other laws and legal acts to acquire ownership.

FSUE "SGP VTI" is a federal state unitary enterprise. Accordingly, the property built by defendant 2, by virtue of a direct indication of the law, is federal property.

History

1951-1960

A place for the construction of the plant was allocated in the Soviet district of Kazan: on the outskirts of the city, where the city dump and state farm fields were located.

On August 4, 1954, by order of the Minister, Konstantin Elizarovich Mineev was appointed director of the Kazan Plant of Mathematical Machines (KZMM, Plant "Matmash"). Evgeny Viktorovich Baryshnikov, who transferred in 1955 from the Penza branch of SKB-245 (Scientific and Production Enterprise Rubin) became the chief engineer.

In 1954, the construction of a one-story building began, and in 1956, the construction of a three-story building, in which in mid-1958 all the plant's services were located.

Since the construction time was delayed relative to the original plans, and by this time the production of the Strela computer had been discontinued, the first production plan for the third quarter of 1957, developed by the Ministry of Instrumentation and Automation, was approved that the Kazan Plant of Mathematical Machines would produce the latest computer M -20, the development of which was completed by ITMiVT and SKB-245 (now Argon Research Institute). In 1957, the plant was ordered to manufacture ferrite drives and standard cells for the M-20 and Ural computers.

The 1959 plan provided for the manufacture of two samples of the M-20 computer and their delivery for adjustment. General installation and complex commissioning included the preparation of stands for the generator room, refrigeration units, cooling and power supply systems for machines, as well as cable facilities for connecting devices into single complexes. The area of ​​the machine room of one set of computers (the center of 7 cabinets and 30 peripheral devices) was up to 200 m², and the power consumption without cooling systems was 50 kW. The created commissioning department was headed by V. P. Losev.

At the end of 1959, a special design bureau (SKB) was created at the plant to develop electronic computers and devices under the command of V. S. Mikhailov. By that time, the number of employees of the plant reached about 2,000 people, of which 476 had higher education. Such a high ratio of the number of engineers and production workers was required in view of the need for high qualifications of engineers in the conditions of mass production of electronic computers.

At the end of 1960, the plant produced the first two M-20s - the most powerful (20 thousand operations per second over 45 bit floating point numbers) at that time computers in the Soviet Union. To ship the machines, a device was created for lowering computer devices from the third floor to the first, a part of the wall of the building was dismantled, and a railway line was extended to the territory of the plant. In total, until 1965, the plant produced 63 such machines, after which the production of first-generation computers was discontinued.

1961-1964

In 1961, the plant was given the task of mastering the production of a small computer "Setun" - a semiconductor computer operating in the ternary number system. The first sample of the machine was made in the same year. Its adjustment was carried out in Moscow under the guidance of the chief designer of "Setun" N. P. Brusentsov.

The development of the production of "Setun" at the Kazan plant was carried out under the guidance of the Deputy Chief Engineer for Radio Electronics E. B. Barykin. The general management of the development of Setun was carried out by O.P. Pozdnyak, who replaced E.V. Baryshnikov as the chief engineer of the plant.

In 1962, the plant was renamed the Kazan Plant of Electronic Computers (KZEVM).

In total, until 1965, the plant manufactured 47 Setun sets - this is the only serial production of a ternary computer in the world. Most of the machines worked in higher educational institutions of the USSR.

1965-1970

Since 1965, the plant has been taken over by .

In 1966, the management of the plant changed. V. N. Ivanov became the director, and K. P. Oreshin became the chief engineer. A sharp expansion of production was started.

The plant began manufacturing a semiconductor computer of the second generation M-220, fully compatible with the M-20. M-220 was developed at the Research Institute of Electronic Machines under the leadership of the chief designer B. C. Antonov.

The development of further modifications of the M-220 (M-220A, M-220M) took place in the SKB of the plant. A major achievement in the modernization of the M-20 architecture was the M-222 computer developed in 1970, in which, in addition to expanding the memory, program interruption, an expanded composition of external devices and the control program "Dispatcher" appeared. From 1965 to 1978, 809 sets of this series were produced, including 551 sets of M-222 computers. The machines were in great demand, some of them were installed at scientific and measuring points.

Simultaneously with the M-220 machines, the plant produced small computers of the Nairi series, developed at the Yerevan Research Institute of Mathematical Machines under the guidance of G. E. Ovsepyan and G. A. Oganyan. From 1965 to 1970, the plant produced 509 Nairi computers, which were widely used in design automation and engineering calculations.

1971-1987

The first machine of the ES EVM series was the ES-1030, developed at the Yerevan NIIMM under the leadership of the chief designer M. A. Semerdzhyan.

In 1976, the plant began production of the ES-1033 computer, designed by the plant's special design bureau under the leadership of chief designer V.F. Gusev. Made on chips with TTL logic, including those specially designed for this computer, the machine was very popular. During the period from 1978 to 1983, 286 EC-1030 and 2300 EC-1033 computers were produced.

1988-1994

In 1988, due to a change in the structure of the Ministry of Radio Industry, the plant was transformed into an industrial association and was named the Kazan Production Association for the Production of Computer Systems (KPO VS). CEO KPO VS became I. Z. Gizatullin. At the same time, the SKB of the plant was transformed into a research institute for computer systems and brought to an independent balance sheet.

In 1991, on the basis of part of the production of KPO VS, by agreement with the largest computer manufacturer in the UK "International Computers Limited" (ICL), the Soviet-British joint venture "ICL-KPO VS" was formed, registered on July 2, 1991 in the Ministry of Finance of the RSFSR .

In the early 1990s, KPO VS found itself in a difficult economic situation.

On October 17, 1994, on the basis of resolutions of the State Committee of the Russian Federation for the Defense Industries and the Cabinet of Ministers of the Republic of Tatarstan No. 300/508 dated October 17, 1994, the Kazan Production Association of Computer Systems was merged with the Kazan Production Association "Terminal" (former Kazan Pishmash).

Products

The main products of the enterprise were computers and computer-based computer systems, which were operated in the computer centers of the academies of sciences of all the republics of the former USSR, as well as in the State Planning Commission, Gosstandart, the State Committee for Science and Technology, the Ministry of Defense and many advanced enterprises of the country.

The company also produced a range of special equipment products. From 1959 to 1993, the production of various printing devices was launched. The plant for a long time remained the only manufacturer of devices for wide alphanumeric printing in the country: ATsPU-128-2, ATsPU-128-3, EC-7032, EC-7036, EC-7037, EC-7038.

In addition, the enterprise produced the quadraphonic amplifier "Electronics D1-014-quadro" (since 1978), the acoustic system "Electronics 35AS-015" (since 1989) and reel-to-reel tape recorders - prefixes of high-quality recording "Idel" (in 1984-1992 ): "Idel-001-stereo" (produced since 1984); "Idel-001-1-stereo" (4000 copies were produced in 1986-1992); "Idel MPK-007S" (300 copies were produced in 1988-1992).

According to Margarita Shamsutdinovna Badrutdinova, who has worked at the enterprise in engineering positions since 1959, chairman of the council of veterans of KPO VS, organizer of the ICL-KPO VS museum, author and compiler of the book "Kazan Computer Plant", over the 40-year history of the enterprise, 7425 computers were produced, 519 of them were exported (to the CMEA countries, India and others).

Cooperation

In Kazan, with the direct participation of the management of the enterprise, heads of services and engineering and technical workers, the following were created:

  • State Research and Design Institute for the Introduction of Computer Technology into the National Economy (GNIPI VT);
  • Kazan Research Technological Institute of Computer Engineering for the development and implementation of technologies for the production of computer equipment (KNITI VT);
  • Research Institute of Computing Systems, formed from SKB KPO VS;
  • Kazan Scientific and Production Association of Computer Science and Informatics (KNPO VTI):
    • Kazan Scientific and Educational Center "Algorithm" (KNUTS SNPO "Algorithm") for the training and education of computer maintenance specialists - carried out training and retraining of specialists and users of computer equipment manufactured by KPO VS, teaching more than 4000 students a year (1989), performed R&D in the field of training and retraining of personnel and maintenance of computers;
    • Plant for the maintenance and repair of computer equipment;
    • Kazan Software Production Plant (Production base of the Production and Publishing Plant for the production of operating systems and application programs on machine-readable media, operational, technical and educational documentation for ES computers of the All-Union Association "SoyuzEVMkompleks") - the only enterprise in the USSR engaged in serial production software tools;
  • Faculty of Technical Cybernetics and Informatics in ;
  • Faculty of Computational Mathematics and Cybernetics at Kazan University;
  • Institute of Informatics Problems of the Academy of Sciences of the Republic of Tatarstan, formed from the Kazan branch of the Institute for Informatics Problems of the USSR Academy of Sciences (IPIAN).

The enterprise cooperated with a number of Kazan plants: Pishmash (which produced writing peripheral devices for computers), Elecon (which produced radio components and personal computers), Radiopribor and others.
