1. General Provisions

1.1. Key safety rules are developed based on the analysis of the main causes of accidents that occurred in subsidiaries ah and organizations of PJSC Gazprom. 1.2. The Key Safety Rules were developed to: implement the Policy and achieve the goals of PJSC Gazprom in the field of labor protection and industrial safety; improving the safety culture of workers; definition of uniform minimum requirements for safe behavior workers; prevention of incidents involving workers; informing employees about the inadmissibility of actions that can lead to accidents.

2. Terms, definitions and abbreviations

Energy source - equipment/device that uses different kinds energy (electric, pneumatic, thermal, mechanical, etc.) Key safety rules are uniform requirements for the behavior of employees of PJSC Gazprom and its subsidiaries and organizations in the performance of their labor functions, as well as employees of contractors employed at PJSC facilities Gazprom and its subsidiaries and organizations, on the basis of an agreement or other legal basis, non-compliance with which may lead to accidents. Safety culture is the qualification and psychological readiness of all persons, in which ensuring the industrial safety of PJSC Gazprom facilities is a priority goal and an internal need, leading to an awareness of personal responsibility and self-control in the performance of all work affecting safety. Line manager - a manager whose management level is directly above the workers and other employees (shift foreman, head of department or section). Incident - any undesirable event that occurred in the Company, which led or could lead to damage to the health of an employee at work, an accident or incident (clause 3.1.49 of STO Gazprom 18000.1-001-2014). Contractor is an organization (another person) that performs work, provides PJSC services Gazprom and (or) its subsidiaries and organizations on a contractual basis. Works of increased danger - work, before the start of which the persons responsible for safety in the performance of these works, it is necessary to carry out a number of mandatory organizational and technical measures to ensure safety. PPE - Means personal protectiontechnical means used to prevent or reduce worker exposure to harmful or hazardous production factors, as well as protection against contamination or the influence of special temperature conditions.

3. Key safety rules

3 Use fall arrest equipment when working at height For securitywhen working at heightworkers must:- be able to use PPE, tools and technical means that ensure safety; - personally inspect the issued PPE before each use; - keep PPE, tools and technical equipment in good condition (when using ladders, make sure that they are in good condition and reliable); - Do only the work that is assigned.
4 Carry out work with increased danger according to the current work permit or with an entry in special magazine To ensure safety in the performance of work, before the start of which it is necessary to carry out a number of mandatory organizational and technical measures to ensure safety, workers must:- to be briefed on security measures; - know and understand the requirements for the work performed, specified in the work permit, safety measures during work and comply with them; - make sure that it is safe to start work; - perform only the work assigned by the head; - inform the manager about any changes in the agreed work order.
5 Use only serviceable tools and equipment - do not use damaged (including deformed) tools/devices/equipment; - check the completeness, the absence of mechanical damage to the tool, fixtures, as well as the presence of the required protective devices, screens, etc.; - in case of detection of malfunctions of the tool / fixtures / equipment, suspend the work and inform the immediate supervisor about the identified malfunctions.
6 Carry out excavation work according to the current work permit To ensure safety during excavation and other work related to the placement of jobs in excavations and trenches, workers should: - make sure, together with the work manager or the person responsible for the execution of the work, that it is safe to start excavation work; - fulfill the requirements of the issued work order - admission to work; - safely stop work and notify your supervisor or the person responsible for the work in the event of a threat of an accident/injury.
7 Isolate Energy Sources Before starting repair, adjustment and other work, it is necessary to securely isolate all possible sources of energy (except when it is used for work) and make sure that the possibility of accidental or unplanned supply (electricity, steam, water, hazardous substances, etc.) is excluded.
8 Use the gas analyzer where necessary (enclosed spaces, rooms where gas leakage may occur) When carrying out gas hazardous / hot work to ensure safety workers must:- make sure, together with the work manager or the person responsible for the work, that the necessary measurements of the composition of the air in the working area have been completed and that it is safe to start work; - stop work if the maximum permissible concentrations are exceeded. If you are a work supervisor or a person responsible for the execution of work, then you must: - make sure that the measurement of the air composition of the working area was carried out before the start of work, is carried out in the process of work with the frequency specified in the work permit; - organize the measurement of the composition of the air in the working area at the end of the work.
9 Smoking is prohibited outside designated areas Employees must: be aware of the ban on smoking outside designated areas; know the location of designated smoking areas; intervene if someone smokes outside designated smoking areas.
10 It is forbidden to violate the speed limit while the vehicle is moving, to use mobile phone While the vehicle is in motion, the driver is prohibited from: use a mobile phone/walkie-talkie, send and read text messages; exceed the maximum speed limit set by the rules traffic or indicated in the itinerary for this trip; exceed the maximum permitted speed limit for the vehicle. The driver must drive the vehicle at a speed not exceeding the established limit, taking into account the traffic intensity, the features and condition of the vehicle and cargo, road and meteorological conditions, in particular visibility in the direction of travel. The speed must provide the driver with the possibility of constant control over the movement of the vehicle. No instructions and circumstances can be the basis for violation of these rules.
11 The use of alcohol, drugs and other illegal drugs is prohibited Employees are prohibited from: produce, use, store, sell and distribute alcohol, drugs and other illegal drugs. Employees are required to: inform their line manager of any medications they take that may affect their ability to perform work; intervene and report to their line manager any known cases of alcohol or drug use in the workplace.
12 Avoid distractions while moving on slippery surfaces and in places with subtle obstacles To ensure safety, workers must:- look "under your feet" while moving; - do not be distracted while moving (do not send or read text messages from mobile devices); - do not carry or move loads that obstruct the view of the surface of the routes; - hold on to the railings, handrails when moving up stairs, walkways, service platforms (do not keep your hands in your pockets); - use footwear suitable for the weather conditions; - do not leave equipment, materials and tools on the route.

4. Procedure for applying the Key Safety Rules

4.1. Based on the Key Safety Rules, PJSC Gazprom's subsidiary and organization can develop its own Key Safety Rules, taking into account the specifics production activities, identified hazards and assessed risks. 4.2. Key safety rules are communicated to all employees of PJSC Gazprom and its subsidiaries and organizations, as well as to the personnel of organizations employed at the facilities of PJSC Gazprom and its subsidiaries and organizations on the basis of an agreement or other legal basis. 4.3. In case of detection of violations of the Key Safety Rules or doubts about the safety of the work performed, each employee has the right to warn the performer of the work, as well as inform his immediate supervisor about the above facts. 4.4. Key safety rules are recommended to be included in the standard forms of contracts for the performance of work/provision of services. 4.5. The scope of the Key Safety Rules is determined depending on the work functions performed by employees. 4.6. Placement of signs containing the Key Safety Rules (hereinafter referred to as the signs of the graphic part) is allowed at the places of briefings, places of release to the line of vehicles, on information stands etc. It is also allowed to use separate signs to designate areas, zones, sites and other places where the manifestation of hazardous factors is possible. 4.7. When placing the signs of the graphic part, it must be taken into account that information materials are easier to recognize (read) in the direct field of view. The recognizability and recognition of signs is the higher, the larger their size and installation frequency. It is recommended that the ratio between the dimensions and frequency of installation be carried out in accordance with the requirements of GOST R 12.4.026.

The implementation of the main provisions of the Policy is ensured by the Company’s current MSMS and PB, which includes a set of provisions, measures and recommendations that establish a unified procedure for organizing work aimed at creating safe

and healthy working conditions for workers. Organizational perimeter of EWMS and PB -

PJSC Gazprom, its main subsidiaries for exploration, production, processing, transportation, underground gas storage and energy, as well as subsidiaries that ensure the operation of the UGSS of Russia, with a total payroll of about 325 thousand people.

The implementation of a management system that complies with the requirements of the international standard OHSAS 18001 gives the Company a number of advantages:

As of December 31, 2016, 43 organizations with the participation of PJSC Gazprom had certificates of compliance with the requirements of the OHSAS 18001:2007 standard.

The list of organizations in which the EMSOH and PB is certified is constantly growing. The total number of such subsidiaries by 2018 will be 54 organizations.


The fundamental standards and provisions of the USMSA and IS are regularly updated and updated.

In 2014, the Company received a certificate of compliance with the EMSMS and PB with the requirements of the OHSAS 18001:2007 standard

in relation to the extraction, preparation, transportation, processing, distribution and storage natural gas, gas condensate, oil. The certificate was valid for the administration of PJSC Gazprom and 26 subsidiaries. In 2016, the EMSMS and PB was implemented and certified for compliance with the requirements international standard OHSAS 18001:2007 more

in 16 subsidiaries. The total headcount of employees of PJSC Gazprom and its subsidiaries covered by the scope of certification in 2016 amounted to 272,000 people.

In order to expand the scope of certification, the implementation of the Schedule for Implementation and Certification of the Occupational Health and Safety Management System at PJSC Gazprom continues.



General management of work on health and safety at PJSC Gazprom is carried out by the Deputy Chairman of the Management Committee of PJSC Gazprom, who oversees the activities of production departments. The Company has a Commission for Labor Protection and Industrial Safety, as well as a specialized department within PJSC Gazprom.

In 2016, activities within the framework of the Company's obligations in the field of labor protection and industrial safety were successfully implemented, a number of established goals were achieved.

PJSC Gazprom's subsidiaries, where accidents, incidents and fires occurred, conducted investigations into the fact of the incident, and based on the results of the investigations, measures were developed to prevent similar incidents.

Continuous reduction in accident rates, occupational injury and occupational diseases is one of the main obligations of PJSC Gazprom in the field of labor protection and industrial safety.


STO Gazprom 18000

In order to improve OAO Gazprom’s Unified Occupational Health and Safety Management System (hereinafter referred to as UOSOH and IS), in 2014, the standard STO Gazprom 18000.1-001-2014.

Requirements STO Gazprom 18000.1-001-2014 apply to OAO Gazprom and its subsidiaries, as well as to contractors operating at all hazardous production facilities of OAO Gazprom (specified in certificates of registration of hazardous production facilities). This standard establishes requirements for the construction of the EMSMS and industrial safety in OAO Gazprom, acting within the framework of the following types activities: geological exploration, production, transportation, storage, processing, sale of gas, oil and other hydrocarbons, as well as production, distribution and transmission of electric and thermal energy and other activities that are subject to the management of the Company's activities in the field of labor protection and industrial safety.

OAO Gazprom has identified the first organizations to implement STO Gazprom 18000.1-001-2014 and get certified for compliance with the requirements of OHSAS 18001:2007 as part of the Schedule for the Implementation and Certification of the Occupational Health and Safety Management System at OAO Gazprom dated 09.03.2015. . The introduction of a full-fledged EMSMS and industrial safety, focused on reducing injuries, diseases, accidents, disruptive situations and increasing labor productivity, brings tangible production and financial results to the company.

One of milestones implementation STO Gazprom 18000.1-001-2014 subsidiaries of OAO Gazprom and contractors are required to integrate the requirements of the EMSMS and industrial safety into the quality management system in accordance with the requirements of clause 9 "Industrial safety and security environment» . These requirements must be met by organizations involved in the construction and operation of infrastructure facilities for the core activities of OAO Gazprom. To minimize costs and achieve balanced results of the functioning of organizations, it is necessary to have practical experience in implementing and preparing for certification of management systems, both on the basis of the corporate requirements of OAO Gazprom (STO Gazprom 9001 since 2007), and international and national standards for management systems ( OHSAS 18001:2007 / GOST R 54934-2012, ISO 9001 / GOST ISO 9001, ISO 14001 / GOST R ISO 14001 and other standards).

This standard STO Gazprom 18000.1-001-2014 determines the responsibility of the heads of OAO Gazprom subsidiaries and contractors for

  • identification of sources of hazards, accidents, failure situations, assessment of the consequences and frequency of their occurrence (injuries, diseases, fires, etc.) for personnel and the organization as a whole;
  • highlighting the most significant of them, taking into account the results of the assessment of compliance with legal requirements, mandatory requirements, special conditions labor and a set of other indicators of social responsibility;
  • substantiation of priority goals in terms of reducing the level of injuries, diseases, accidents, unacceptable risks, etc.;
  • planning and implementation of measures for short-term measures and long-term improvements (industrial safety, labor protection, corporate rules, application of the best technologies, materials, etc.);
  • appropriate training and conduct of staff;
  • development and adequate application of instructions and regulations for the EMSMS and PB;
  • keeping records and demonstrating improvements in performance indicators in the form of reducing the risk and the actual state of affairs in terms of injuries and illnesses of personnel, working conditions in terms of severity and labor productivity.

In order to create safe working conditions and preserve the life and health of workers, ensure the reliability of HIFs, OOO Gazprom transgaz Tchaikovsky implements OAO Gazprom's Occupational Health and Safety Policy. The Unified Occupational Health and Safety Management System (USOHS and PB) has been created, is functioning and is constantly being improved.
In December 2014 OAO "Gazprom" was certified by the USMSA and PB by the Certification Association "Russian Register". The certificate confirms that the occupational health and safety management system of OAO Gazprom and OOO Gazprom transgaz Tchaikovsky complies with the requirements of the international standard OHSAS 18001:2007. This means that EMSOH&PB provides comprehensive work aimed at creating safe and healthy working conditions for workers.
This spring, a group of Gazprom auditors conducted an audit of the Unified Occupational Health and Safety Management System in the branches of Gazprom transgaz Tchaikovsky LLC.
In general, the system of the enterprise complies with the requirements of the USMSA and PB standards. At the same time, the audit identified areas where the system needs to be improved. To do this, it is necessary first of all to determine the level of tasks for both managers and workers and find ways to fulfill them. Each employee needs to determine the level of duties in accordance with the EMSMS and PB and require their strict performance. Measures need to be taken disciplinary action to violators of the requirements of labor protection and industrial safety at work.
At Gazprom transgaz Tchaikovsky LLC, all types of activities associated with risks in the field of health and safety are regularly monitored during the agro-industrial complex, audits, at meetings of the Company's MPC held quarterly, at conference calls on health and safety held monthly by security departments labor and industrial safety. The Company adopted for execution the “Plan of corrective and preventive actions of OAO Gazprom for labor protection, industrial and fire safety for 2014-2015”.
2016 has been declared the Year of Occupational Safety at OAO Gazprom. As part of the Year of Labor Protection, a set of measures will be implemented aimed at improving working conditions, preserving the life and health of workers (given below).
OAO Gazprom plans to develop a Strategy for Ensuring Industrial Safety, which will be aimed at developing and improving corporate system industrial safety management, which contributes to the sustainable functioning of the main industries and the effective achievement of strategic goals.

A set of measures to be implemented as part of the Year of Occupational Safety and Health:

Increasing the level of safety culture of employees;
- holding a competition best practics in the field of industrial safety;
- information support of industrial safety issues;
- development and implementation of departmental normative documents in the field of industrial safety;
- creation and implementation innovative solutions aimed at achieving the goals of industrial safety.

It's no secret that creating safe working conditions, preserving the life and health of workers, ensuring the reliable operation of hazardous production facilities (HPO), reducing the risk of accidents at these facilities are priority areas activities of PJSC"Gazprom". To achieve these goals at the level of the company, its subsidiaries and organizations, the Unified Occupational Health and Safety Management System (USOHS and PB) has been created, implemented, certified and successfully operating. Taking into account the positive results achieved by PJSC Gazprom in the course of applying the EMSMS and PB, Gazprom Mezhregiongaz began to create a similar system for managing occupational safety and health protection at JSC Gazprom gas distribution and its gas distribution organizations (GDOs). The development was based on the methods laid down in the concept of the EMSMS and the PB of Gazprom PJSC.

The mechanisms for reducing the level of occupational injuries and occupational diseases of employees at Gazprom Gas Distribution are constantly being improved. The basis for this is the creation of integrated targeted planning programs that streamline the activities of the parent organization and the GDO. The main result of work in this direction will be the construction of a hierarchically structured labor safety management system, within which all aspects of protecting the health and life of workers will be taken into account in interconnection.

PJSC Gazprom's Occupational Safety and Health Management System has been certified for compliance with the requirements of the OHSAS 18001:2007 international standard for two years now. This system establishes a unified procedure for organizing and carrying out work on labor protection and industrial safety, which is mandatory for all employees. The EMSMS and PB system of PJSC Gazprom is based on the methodology known as the Deming Cycle (PDCA). IN general view the loop is briefly described as follows:

Planning: the goals and activities necessary to achieve results in accordance with the policy of the organization are developed;

Implementation: implementation of the activities developed at the planning stage;

Verification: action programs are monitored and evaluated against targets and targets for compliance with legal and other requirements;

Quality and Quantity

In terms of its specifics, the work of gas distribution organizations differs from the activities of gas production, gas transmission and other subsidiaries of PJSC Gazprom, and has its own characteristics and risks. In this regard, Gazprom Mezhregiongaz LLC organized work to create an occupational safety and health management system at Gazprom Gas Distribution JSC, taking into account its harmonization with the provisions of the EMSMS and PB PJSC Gazprom.

The risk-based approach, applied since 2016 by the federal supervisory and control authorities, requires the creation of industrial safety management systems from organizations operating class I and II HIFs. Most of the facilities operated by GDOs belong to hazard class III (79% of the total number of HIFs), but a unified system for managing occupational safety and health protection in the field of gas distribution will be created, despite the fact that this step is not mandatory from the point of view of regulatory agencies. OOO Gazprom mezhregiongaz is developing the EMSMS and industrial safety, primarily to ensure the occupational health and industrial safety of employees, as well as effective management risks in the field of gas distribution.

To optimize the process of creating the EMSMS and industrial safety, JSC Gazprom gazoraspredeleniye developed, approved and agreed with PJSC Gazprom an action plan, the key point of which is the development of a set of documents from five corporate standards for the EMSMS and industrial safety, formed on the basis of the relevant standards of PJSC " Gazprom.

The scope of the standards will include all organizations that operate gas distribution system facilities and are part of Gazprom Gas Distribution JSC.

The importance of correctly defining the boundaries of the scope is due to the fact that subsidiaries of Gazprom Gas Distribution JSC may have a holding structure and include a significant number of dependent organizations (for example, Gazprom Gas Distribution Stavropol JSC -
30 organizations, etc.), which need to be extended by the newly created management system.

It is also important to focus on the fact that the EMSMS and PB system will be aimed at preventing or reducing the impact of harmful and (or) dangerous production factors not only on GDO employees, but also on contractors, customers and other persons involved in production processes.

The set of standards will include five documents. Each document will regulate activities in a specific area. Effective interaction, as well as an explanation of organizational nuances, will be provided by a standard containing general provisions.

Senior management representative for ESMS and PB;

Commission in the field of labor protection and industrial safety;

The Commission for Labor and Industrial Safety of Gazprom Gas Distribution JSC, headed by a senior management representative, will become the governing body of the EMSMS and PB.
As part of its activities, the Commission is vested with the following powers:

Analysis of the state of labor protection, ensuring industrial safety and the effectiveness of the functioning of the EMSMS and industrial safety in organizations;

Development of proposals for amendments to the Policy in the field of labor protection and industrial safety and the system of EMSOH and PB;

Evaluation of the results of the GRO's activities in optimizing working conditions and ensuring industrial safety.

An important role in ensuring the effectiveness of the industrial safety management system is played by a correct understanding of the basic principles on which this system is built. These include:

Leadership of GDO leaders in managing labor protection and industrial safety issues;

Involvement of employees at all levels in the risk reduction process;

The personal responsibility of each employee for compliance with the requirements for minimizing risks that can cause damage to health and life;

Employee motivation;

Priority of preventive measures over reactive ones;

Continuous improvement of EMSMS and PB.

Qualitative and quantitative results of GRO activities within the framework of the Unified Occupational Health and Safety Management System are entirely dependent on the full implementation of the above principles.

Spiral of evolutionary development

The policy in the field of labor protection and industrial safety serves as the main document approving strategic goals and the company's obligations in the area under consideration. In their production activities, AO Gazprom gazoraspredeleniye and its GDOs are guided by PJSC Gazprom’s Occupational Health and Safety Policy adopted on July 23, 2014. Everyone is familiar with this document new employee during introductory briefing upon employment.

The objectives and obligations of this Policy of PJSC Gazprom must necessarily comply with all work performed within the framework of the EMSMS and the industrial safety of JSC Gazprom gas distribution. In comparison with the designated goals and obligations, the setting, documenting and implementation of targets for the medium term (one year) with the possibility of quantifying them and indicating the timing of achievement.

To achieve the planned goals, programs and action plans in the field of labor protection and industrial safety are developed in relation to each specific case. The timing of the implementation of activities, planned costs, as well as responsible persons are indicated.

Goals and action programs are set at three levels:

At the level of Gazprom Gas Distribution JSC;

At the GDO level;

At the level of GDO branches.

At the first stage, projects of goals and action programs are developed in the branches of gas distribution organizations, which are then sent to the GDO. Here, within the framework of the second stage, they are analyzed and generalized, becoming the basis for the formation of draft goals and action programs already on the scale of the parent structure for the branches. At the final stage, the projects developed by GDOs are sent to JSC Gazprom Gas Distribution, where, taking into account the data received, the goals and programs of corporate-wide measures in the field of labor protection and industrial safety are formed and approved. The goals and action programs of Gazprom Gas Distribution JSC approved by the top management are sent to the GDO for adjustment, approval and implementation of the goals and action programs of the GDO and their branches.

The development of all the above documents is carried out taking into account the results of hazard identification and risk assessment in the field of labor protection and industrial safety in each GDO. This work is a process of recognizing the existence of a hazard and determining its characteristics in accordance with the procedure established by the special standard of Gazprom Gas Distribution JSC, which is part of the set of standards for the EMSMS and industrial safety.

In the process of risk assessment, the level of its danger is determined, taking into account all existing management measures and deciding whether the risk is acceptable (acceptable). The work on hazard identification and risk assessment, as well as on the development of risk management measures in the GDO, is led by a representative of the GDO management for ESMS and PB.

Scheduled hazard identification and risk assessment in the GDO is carried out at least once every 5 years. Unscheduled hazard identification and risk assessment are carried out in the following cases:

Modernization, reconstruction, replacement of equipment;

Changes in production processes when planning any special (non-standard) work;

Change in legal and other requirements regarding identified hazards and risks and/or related controls;

Changes in working conditions and / or the procedure for performing work, as well as in case of accidents, accidents and incidents that occurred in structural divisions JSC "Gazprom gas distribution" and GRO.

The procedure for identifying hazards and assessing risks consists in the sequential implementation of the following activities:

Hazard identification;

Determining the level of risk;

Risk assessment for its acceptability;

Choice of additional risk management measures.

In the course of identification, only those hazards are considered that can lead to injury, ill health of workers or death (for example, organizations defined in the standard, included in the statistical data on incidents, etc.). An indicative list of hazards will be contained in the forthcoming corporate standard, but it is not considered to be exhaustive and should be supplemented as necessary with new hazards identified in relation to a particular process and / or type of work.

For identified hazards, appropriate controls are defined, such as:

Facilities collective defense– fencing of cars, interlocks, alarms, warning lights, sirens;

Administrative controls - safety warning signs and symbols, hazardous area and walkway markings, safety systems and procedures, equipment checks, access control, work permits, briefings, etc.;

Organizational measures - replacement of equipment, machines and mechanisms, modernization of existing equipment, etc.;

Individual protection means.

At the next stage of identification, the level of risk is assessed - is it acceptable enough to continue production processes. In doing so, the working group takes into account at least the following data sources:

Journals and acts of administrative and production control, acts of inspection by corporate control and state supervision bodies;

Information letters from JSC "Gazprom gas distribution" and other organizations containing data on accidents that occurred in the GDO;

Justified opinions of the members of the Working Group on the possibility of taking measures to improve risk management measures.

The risk is considered acceptable if it does not contradict the information received from each source. Otherwise, a conclusion is made about an unacceptable risk.

For an unacceptable risk, it is necessary to develop additional management measures aimed at:

To exclude (replace) the risk;

Preventing a hazardous event (preventing its occurrence) or reducing the severity of consequences.

Reassessment of unacceptable risks is carried out after the implementation of additional measures to manage this risk. The risk reduced to the level that the organization can provide, taking into account the requirements of the legislation and its own Policy in the field of labor protection and industrial safety, taking into account the planned activities, is recognized as acceptable.

CONTROL AT EVERY STAGE

In the process of achieving the goals and implementing the planned activities within the framework of the EMSMS and PB, regular monitoring is carried out. Held audit checks, the results of which, together with the processes implemented in the organization, serve as the basis for assessing the effectiveness of the functioning of the implemented system.

Monitoring within the framework of the EMSMS and PB is divided into preventive (to obtain information on the effectiveness of work before the occurrence of incidents, accidents, emergencies and occupational diseases) and reactive (performed after the occurrence of an undesirable situation).

The final stage in the creation of the EMSMS and the PB of Gazprom Gas Distribution JSC will be the analysis of GDO reports on the implementation of the system, following which an assessment of the effectiveness of the results of the work done as a whole will be given. If the set targets are not met, corrective actions will be developed and the previously established targets will be reviewed.

The Deming cycle, which is fundamental for modeling almost any management system, which was mentioned at the beginning of this article, in relation to the EMSMS and industrial safety at Gazprom Gas Distribution JSC will be implemented as follows.

Each iteration of the PDCA cycle will take one calendar year. With each subsequent annual repetition of the general algorithm (planning - implementation - verification - action), the level of goals set will be adjusted and increased. Thus, continuous improvement of the occupational safety and health management system will be carried out.

Properly structured work on the management of labor protection and industrial safety will ensure the coordination of production processes and lead to the achievement of the desired results at minimal cost. The systems approach will allow you to focus your efforts on solving the most important tasks and implement continuous improvement Occupational health and safety management systems through verification, evaluation and subsequent upgrades. This will result in an increase in the efficiency and effectiveness of production activities in the field of gas distribution.
