Alexander Lokshin, First Deputy General Director for Operational Management of Rosatom, has been appointed President of the ASE Group of Companies. A.M. Lokshin will combine the work of the First Deputy General Director for Operational Management of Rosatom State Corporation with the new duties of the President of the ASE.

Such a management structure has been formed in order to maximize the use of the capabilities of the State Corporation and the Rosenergoatom Concern to fulfill contractual obligations in terms of the timing and cost of NPP construction.

- Based on the results of the meeting of the State Council on improving the system general education in the Russian Federation, on December 23, 2015, the President of the Russian Federation instructed the Government of the Russian Federation “... to ensure the formation of a national system of teacher growth, aimed, in particular, at establishing for teaching staff levels of possession of professional competencies, confirmed by the results of certification, as well as taking into account the opinions of graduates in general educational organizations…».
In other words, the task was defined - to guarantee the opportunity for every willing teacher to grow and develop in their profession. Today's certification model with the collection of a huge number of certificates for the portfolio, with numerous certification commissions, results in a teacher Kaluga region, the Republic of Dagestan, the Krasnodar Territory or the Republic of Crimea and so on, but not a Russian teacher. As soon as the teacher needs to move from one region to another, he again has to undergo certification according to the new rules. That is, the current model does not imply a single educational space. Moreover, the documents for certification in each of the regions of Russia, albeit slightly, but still differ. The development of a new attestation model is based on unified federal assessment materials - EFOM, which, in turn, are correlated with the Federal State Educational Standard. This model was discussed for a very long time and was recognized as optimal in order to create all the conditions for a system of teacher growth. Independent evaluation Attestation of a teacher's qualifications on the basis of the EFOM is based on four competencies - subject, methodological, psychological-pedagogical and communicative. If a teacher really wants to grow professionally, then thanks to the certification conducted in the new format, he will be able to identify his deficits in a particular field of knowledge and receive specific recommendations on how to fill them, that is, what additional professional programs to identify and fill personal deficits to choose.
Compilation of assessment materials for various competencies was carried out by different organizations, so, for example, MSUPU was engaged in the psychological and pedagogical direction. Of course, when we were going to introduce a new model, we understood how distrustful teachers are of various assessment procedures. And there is nothing surprising in this, it has been embedded in our perception since fairy tales - first feed, that is, motivate, and then examine. So, when developing a road map for the introduction of a new attestation model, we immediately foresaw that teachers, having coped with the EFOM, would receive serious bonuses to their salaries, especially many tempting opportunities open up for young people. Thanks to the new certification model, they will not have to wait 3-5 years to qualify for an upgrade. I think that the introduction of this model will definitely affect the well-being of our teachers, first of all, of course, this will affect active teachers who want to achieve something in their profession. Of course, there will always be those who are dissatisfied, those who want to live a quiet life, roll along the knurled rails. But I want to say that the new attestation model will in no way worsen the financial situation of this category of teachers.
- Approbation has already passed, how did the teacher react to the new model?
- Well, first of all, I'll say right away that the approbation is carried out on an exclusively voluntary basis, last fall the subject EFOM was tested. Then there was a certain discontent among teachers. It is possible that the evaluation materials were not perfect everywhere, or, for example, the time of testing was unsuccessfully chosen. This time everything went smoothly. When testing a new model of certification, teachers got the opportunity to evaluate the certification materials and procedures themselves. Approbation was coordinated by representatives of regional ministries and departments of education, directors and employees of schools, representatives of the All-Russian Trade Union of Education and other public organizations. It all reminded me of the accelerated model of public recognition of the Unified State Examination. In order for society to recognize the Unified State Examination as a real value, a long 10 years had to pass. Teachers are known to be literate people. They immediately appreciated the enormous potential of the new certification model, seeing their benefits in it. This is not only a real salary increase, but also an opportunity professional growth, receiving titles and awards, the opportunity to participate in competitions. Of course, the system of additional postgraduate education. Now, I would say, the advantage is already on the side of the new certification model, while last year more teachers preferred old model. Teachers began to realize that thanks to this model they can show that they have certain knowledge and competencies, that they can formulate a specific task, say, for a child who is hearing or visually impaired. At the same time, the teacher can see what topics he has sunk in, and strengthen training accordingly. For us, this is an opportunity to transform the AVE system, to start training tutors according to the new certification model.
- I know that a single day was appointed when the approbation took place ...
- Yes, and, what is most striking and valuable, those teachers who for some reason could not pass the approbation that day, for example, they were sick or were on vacation, asked to reschedule it to another day. It is also very important for us that we received feedback from teachers, they wrote us their comments on the EFOM, on how the tasks are formulated, what needs to be changed in order to improve them. Now these comments are being processed, and for us this is perhaps the most important result of the approbation.
At the moment, the involved experts are processing the results of approbation. Completion of this work and preparation of the analysis of the results are planned until 17 August. At present time runs formation of the composition of the Approbation Expert attestation commission. It is assumed that the commission should include representatives of the Ministry of Education, federal state educational organizations, the All-Russian Trade Union of Education, representatives of subjects, universities that took part in testing the new certification model, representatives of the pedagogical community.
In early September, at a meeting of the Approbation Expert Certification Commission, the results of the approbation will be considered. From October 1 to October 30, 2018, a public and professional discussion will be held with the involvement of federal and regional media.
The results of the discussion of the new teacher certification model will also be presented at the All-Russian conference in November 2018.
- And when will the final testing take place and is it planned to switch the new certification model to the regular mode?
- In accordance with the approved roadmap for the formation and introduction of a national system of teacher growth, 2018 is the year of testing and finalizing a new teacher certification model. Until December 2019, the development and testing of unified federal assessment materials in all subjects will take place. In the first half of 2020, the final testing of the new model for certification of teaching staff should be carried out. The new model will enter normal operation in 2022. By this time, I think, a serious reconstruction of the system of additional vocational education and retraining of teachers. A whole system of measures will be proposed, a register of advanced training programs. The leading role in this matter will be played by the AIC and PPRO. In the future, it will be called the Center for the Implementation of State Educational Policy and information technologies. Our main task is to create the very space of additional education, where certification will be held according to uniform requirements in the country, and it will not matter where the teacher passed it - in Khabarovsk or Kaliningrad.
- But after all, the level of regional institutions for advanced training, institutions for the development of education is different, will this somehow affect the implementation of a new model of certification?
- That's what you need professional standard, as well as GEF, which is the main normative document defining the content of general education. There is a clear correlation between the Federal State Educational Standards and the new attestation model. Another issue is that we need to modernize our education system as a whole. The approbation of the new attestation model has already shown that our schools in the regions are very differently equipped with equipment, somewhere high-speed Internet, somewhere very slow or non-existent. And these are certainly the problems that need to be addressed now and in the future. The task of reducing inequality across regions is the most important for improving the quality of education. No matter what we say, there is equal access to education, but there is still no equal quality of education.
By the way, we monitored additional professional education, the main conclusion based on its results is as follows: the structure and nature of the main forms of advanced training remain unchanged, despite the fact that the requirements for the quality of teacher training have changed significantly. The content of professional development programs does not fully correspond to the areas of professional shortages of teachers, with the requirements of the Federal State Educational Standard. The way out of this contradiction is in the implementation of a comprehensive project for the modernization of teacher education, aimed at creating an individual program for advanced training, professional expertise and accreditation of further vocational education, the introduction of a new standard for teacher education and the creation unified register DPO programs.
- Andrey Evgenyevich, 19 regions participated in the testing, what was the principle of sampling the regions?
- The regions were determined by the Department of State Policy. By the way, we also developed an EFOM for graduates of pedagogical universities, which were tested by students from 11 pedagogical universities of the country from 10 constituent entities of the Russian Federation in 7 federal districts. Moreover, we, as a rule, chose ordinary provincial universities. There is an idea to endow the final exam with attestation powers, when a person, leaving the university, can apply for a category without waiting for 3-5 years of work. University graduates, by the way, coped with the EFOM very well.
In conclusion, I want to say that the new model concerns a huge number of people, our teachers are comparable in number to the Armed Forces and even exceed them, so we coordinate all our steps with the All-Russian Trade Union of Education.

As the head of the Smolensk NPP, Andrey Petrov led labor collective numbering seven thousand people. One of the most notable figures in the financial scandals of recent years involving Rosenergoatom is AtomEnergoSbyt, an energy sales company that is part of it. In 2015, the organization was suspected of unjust enrichment, for which the representatives of IDGC of Center applied to the prosecution authorities with a request to check. The essence of their claims was that AtomEnergoSbyt completely suspended payments and organized the debt, which in the period from 2014 to the end of 2015 amounted to 3 billion rubles in the Kursk, Smolensk and Tver regions. According to IDGC, AtomEnergoSbyt practiced underestimation of electricity supplied to consumers, carrying out fraudulent activities and the so-called withdrawal of assets. According to the behind-the-scenes opinion of representatives of IDGC of Center, activity of such magnitude could not be carried out without the knowledge of the top management of Rosenergoatom, and, quite likely, there was a financial interest there. Recognizing the presence of debt, AtomEnergoSbyt expressed its categorical disagreement with the accusations of MRSK. The details of the proceedings of the parties remained hidden from the public eye. It is only known that in February 2016, about 70% of the debt was repaid, which was confirmed by IDGC of Centre.
