Mobile teams - implementation of world practices in the activities of JSC Lenenergo

The first mobile teams of JSC Lenenergo began working in November 2014 at the Suburban Electric Networks branch. In four months, the company connected more than 1,000 consumers in the third reliability category, with a power of up to 15 kW per new technology. The new method of technical connection has made it possible to significantly reduce time by optimizing the procedure for preparing documents before connection.

“Previously, organizational and technical measures to complete the procedure for technical connection of new consumers in any area of ​​the company’s electrical networks were carried out by a line or substation foreman with his team, depending on the nature of the connection. That is, in addition to the primary tasks − repair work and maintenance of electrical installations, the foreman needed to allocate part of his working time to new connections,” said Andrey Teplishchev, Deputy Chief Engineer of the Gatchina Electric Networks branch of JSC Lenenergo. - Our branch receives several thousand applications for membership per year, naturally, this is a big load. It is simply impossible to connect consumers in a short time with it. The introduction of a new unit - mobile teams - made it possible to evenly distribute the load among electrical personnel. Mobile teams deal only with new consumers - they inspect their electrical installations, issue a package of documents and turn on the voltage in one working day if all points of the technical conditions are met and fully comply with them.”

Another “stumbling block” that slowed down the process of joining the network before the introduction of mobile teams was decentralized processing and storage of documents. Previously, documentation on connecting new power was distributed between the electrical network districts (RES) of the branch and its management.

“Mobile teams have been working at the Gatchina Electric Networks branch since December 2014. In such a seemingly short period of time - just over two months - there are already some positive results. Today by new technique Several dozen consumers who are on the balance sheet of our branch have already been connected. The time frame has been significantly reduced - from submitting an application for inspection of a consumer’s electrical installations to the connection itself, it now takes about 10 days. Previously, the applicant first had to come to the place of future connection, where our power engineers did a preliminary inspection of the electrical installations. Then the client went to the Distribution Zone to pick up the statement of balance sheet boundaries. A month later, and sometimes more, the subscriber went to receive a technical connection certificate. Now he receives the entire package of documents at once in one place. Naturally, people react positively - they are grateful for the acceleration and simplification of the process,” explained Vitaly Korotaev, head of the Technological Connection Department for Leningrad region JSC Lenenergo.

Modernized technical connection “from start to finish” today and in the future

Like any technologically and technically difficult process, connecting a consumer is only possible after the location of possible connection to the existing network and the areas where it needs to be built or reconstructed have been correctly planned. Planning for the work of mobile teams in these territories is also carried out long before the first applications for joining in such areas are received.

“Planning the work of mobile teams is carried out at a meeting of the heads of the branch’s technical unit. Sometimes the heads of technical departments of the Executive Office participate in this process. In particular, the event discusses the availability of areas for connecting subscribers' power receiving devices. Research of this nature is carried out based on a number of factors, including the future development of infrastructure settlements", noted Roman Efimenko, Deputy Director for Technological Connection of JSC Lenenergo.

A preliminary work plan for mobile teams in each branch is designed for a year.

“Over the course of a year, the Gatchina Electric Networks branch concludes about 5,000 technical connection agreements. Of these, about 10% are applicants, that is, approximately 500 contracts, of those who have the technical ability to connect. For example, there is a power line near the house and all that remains is to stretch the wire - construction or reconstruction of networks is not required. The annual total also includes about one and a half thousand applicants of the same category, for which the construction of networks is required, including those whose applications were submitted before the introduction of mobile teams. This is a generalized number that happens every year; approximately the same amount is expected in 2015,” emphasized Boris Shamsutdinov. “In addition, this year it is expected that mobile teams will be technically retrofitted with specially equipped vehicles based on the all-wheel drive GAZ model “Sobol”. It is planned to equip inside workplace for the brigade foreman, after whom he can enter the necessary data into documents on a laptop and print them out on a printer.”

After receiving the first applications and completing all necessary documents, the direct work of the technological connection teams begins.

“The applicant receives technical specifications that specify which elements, their parameters and in compliance with which standards must be installed in his electrical installation. After completing the points of this document, he writes an application to create a working commission to accept the installed equipment in compliance technical specifications and takes it to the RES. Notification of the fulfillment of specifications is sent to us, we prepare a package of documents, including demarcation acts, inspection reports and a certificate of compliance with technical conditions. Next, we go to the site, having agreed on the departure time with the applicant and the energy sales company. We inspect the electrical installation on site, if everything is done in accordance with the rules and regulations, we write an approval certificate, apply voltage, seal the meter and give the consumer a package of documents. If all conditions are fulfilled by the applicant, the procedure takes place in one day,” said Nikolai Ilyinsky, electrician of the technological connection team of the Gatchina Electric Networks branch of JSC Lenenergo.

On-site teams inspect the meter - its type, year and quarter of manufacture, number, type of circuit breaker and its compliance with technical conditions - whether the rated current matches. Exceeding the “nominal” value leads to overload of the company’s network. In addition, the electrical installation itself is inspected for compliance with the “Rules for Electrical Installations” - wire security, compliance with the protection class of the switchboards.

“Gatchina Distribution Zone is the busiest in the branch; there are many applications for technological connection. Some people need new power due to the construction of a new house on the site of an old one, some are expanding the site, others plan to build a change house after purchasing it. There are 10-15 calls a day, but we only supply voltage to three to five addresses. The reasons can be different: the applicant’s meter is expired, a machine with a larger capacity is installed, the equipment is generally poorly installed or there is no grounding. It also happens that the applicant expects us to come and correct installation defects,” explained Yuriy Minkin, foreman of the technological consumer brigade of the Gatchina Electric Networks branch of JSC Lenenergo.

The agenda included analysis current state and prospects for work in the field of technological connection of the subsidiary of Rosseti - JSC Lenenergo in changing financial and economic conditions.

The meeting participants summed up the interim results of the implementation of a set of priority measures that were developed earlier at the meeting in April 2015. Roman Berdnikov gave instructions to tighten the deadlines for the execution of current connection applications, as well as the quality of preparation of technical conditions. Rosseti will continue to exercise special control over this activity.

“A complete audit of all contracts was carried out, each contract was considered individually. Currently, priority measures have been identified that will improve the work on technical connection. At the same time, I would like to emphasize that the situation is under control. I believe that it would be advisable to create a joint Commission with the city administration, which will allow a joint audit of applications for TP that already exist and focus on higher priority ones, as well as weed out irrelevant applications. For example, the consumer has stopped developing, but does not withdraw the application. According to the law, we have no rights - until there is an application from the consumer, we cannot terminate the contract unilaterally. So, we are ready to fulfill our obligations for 12 thousand applications right now. However, the consumer did not fulfill his obligations,” Roman Berdnikov emphasized.

In general, over the past few years, there has been a positive trend in Lenenergo’s activities in the field of technological connection. In particular, against the backdrop of a colossal increase in applications, the company significantly simplified and optimized the TP procedure, reduced the number of stages, and increased the level of customer service.

“Since the beginning of 2015, we have executed 2,672 contracts, which is 16% more than the same period last year. Moreover, the execution time was reduced by almost half - by 42%. In April alone, we completed 660 contracts - this is 7.5 times more than in April 2014,” noted Vyacheslav Kozhevnikov, Director for Technological Connection of JSC Lenenergo.

As Vyacheslav Kozhevnikov emphasized, the company is experiencing an increase in applications for technological connection. In the first quarter of 2015, Lenenergo accepted 6,975 applications - this is a quarter more than in the first three months of last year.

During the meeting, priority categories for technological connection were also identified. These include housing and socially significant facilities. It was also decided to pay special attention to ensuring power supply to small and medium-sized businesses.

Previously, in order to fulfill obligations for technical connection, the board of Rosseti decided to spin off JSC Lenenergo financial support in the amount of 4.2 billion rubles.
