    Documents are certified by an official authorized to perform this function. Certification of documents by the applicant himself is not allowed.

    A copy of the completed pages of the work book must be bound and stapled, indicating the number of pages and certified by the seal of the organization (enterprise) that issued the copy of the document.

    If the copy of the work book is not bound, then each page is certified.

    Insert in the work book. When providing information about the length of service indicated in the insert in the work book, the first page of the insert is not required if there is an entry in the work book about the issue of the insert with the corresponding number.

    Last name change. If there is an entry in the work book about a change of surname, a copy of the document confirming the change of surname is not required. In this case, the entry in the work book about the change of surname must be certified by the seal of the organization and signed by the official who made the change. The record must contain the following information: series, number and date of issue of the document on change of surname (for example, certificate of marriage, divorce, change of name). If there is no or incorrect entry in the work book about a change in surname, you must provide a photocopy of the document confirming the change in surname.

  7. A copy of the passport in 2 copies (copies of passport pages containing data on the issue of the passport, full name, date of birth and registration at the place of residence)
  8. A copy of the payment document confirming payment of the entrance fee to TIPB with the correct purpose of payment.

    The entrance fee to the IPB is paid by the candidate himself.

To become a professional accountant, you must undergo training under the Training and Certification Programs for professional accountants in one of the educational centers accredited by the IPB of Russia and pass qualifying exams.

Before starting training, a candidate for obtaining a certificate of a professional accountant submits to the IPB of Russia through the UMC an application of the established form, a questionnaire of the established form, properly executed copies of documents confirming education and work experience in positions requiring knowledge of accounting, a copy of the document confirming payment of the entrance fee, a copy of the passport , two photos.

What are the requirements for candidates to become certified as a professional accountant?

An applicant for a professional accountant qualification certificate must meet one of the following requirements:

  • have a higher education with at least 3 years of work experience in the positions of chief accountant, head of financial, economic or legal services and their deputies, or in management positions requiring knowledge of accounting, as well as auditors, lawyers, consultants, methodologists and university teachers in accounting;
  • have an incomplete higher education or secondary vocational economic education with at least 5 years of work experience in the specified positions;
  • have a secondary vocational non-economic education with professional retraining in economic specialties (at least 500 hours) and at least 5 years of work experience in the specified positions.

Is it possible to obtain a professional accountant certificate if the work experience in a position requiring knowledge of accounting is less than 3 years?

If there is less than 3 years of work experience in a position requiring knowledge of accounting, the applicant can receive a qualification certificate of a reserve professional accountant or a qualification certificate of a professional accountant-practitioner.

An applicant for a professional accountant reserve qualification certificate must satisfy one of the requirements:

  • have a higher education and up to one year of work experience in positions requiring knowledge of accounting;
  • study in economic specialties: in senior years of universities, starting from the 4th year, in master's or postgraduate studies.

An applicant for a qualification certificate as a professional accountant must have at least a secondary professional economic education or a secondary professional non-economic education and at least one year of work experience in positions requiring knowledge of accounting.

Where and how can I get advanced training?

Professional accountants and teachers - members of the IPB of Russia and TIPB are required to constantly improve their qualifications by at least 200 hours over 5 years or at least 40 hours per year.

Advanced training can be carried out in various forms in accordance with the Regulations on the continuous professional development of members of the IPB of Russia and TIPB. Certification of a professional accountant – is it relevant?

The fact is that to obtain a professional accountant certificate, a candidate must meet certain requirements. In particular, this must be confirmed by a relevant document (usually a copy of the work book) of five years of work experience either as a chief accountant or in a managerial position. This fact itself speaks of professionalism and a sufficient level of competence.

However, certification as a professional accountant also requires some training. It takes place in centers that have been accredited by the Institute of Professional Accountants (abbreviated as IPA RF). This organization has also developed a training program that includes several subjects: law, audit, accounting itself, finance. However, accounting alone covers modern information systems, accounting ethics issues, and much more.

At the end of this course, the accountant must pass an exam in all of the listed subjects. If you fail to pass the first time, you are given two more attempts to re-pass. If they fail, then you can pass in a year, but it will be even more difficult, since changes to legislation are made quite often. However, a certified accountant will still have to undergo retraining every year, and after five – a new certification.

Diploma not required but preferred

Professional certification of accountants, including testing the level of knowledge and skills through qualifying exams, has been carried out since 1997 by the Institute of Professional Accountants of Russia (IPBR) and its territorial branches. In our region there is the North-West Territorial Institute of Professional Accountants (NWTIPB). There are no official requirements requiring an accountant to have a certificate. However, every year there are more and more people wishing to receive a certificate confirming their professionalism. The main arguments in favor of obtaining a certificate are the requirements of employers and the personal desire of the accountant.

Accountants make a choice

Yulia Stepanyugina, chief accountant of a commercial company, believes that the certificate was very useful to her: “Two years ago I received a certificate as a professional accountant. From that moment on, significant changes took place in my career: I rose to the position of chief accountant, and most importantly, I received an incentive to study further and constantly improve my professionalism. Thanks to annual refresher courses, I always stay up to date with everything new that happens in the vast world of accounting.”

Ilya Kamyshov looks at the question from a completely different angle: “In my opinion, the certificate does not give anything. The main thing is work experience. And it is in this direction that we need to develop, invest all our efforts and resources. And a certificate is an extra waste of money, and not a one-time thing, but lasting as long as you want to be a professional accountant. Annual membership fees and paid professional development are not what I am willing to spend my money on.”

Marina Abasova, the chief accountant of an industrial enterprise, adheres to the golden mean: “Of course, a certificate of a professional accountant will not open all previously closed doors for you, but it is also wrong to treat it as a meaningless piece of paper. This document can be a ticket to an interview with many employers, but in any case, the accountant will have to prove his professionalism and competence in practice. If you don’t have knowledge and experience, no certificate will help.”

Professional training is carried out in several areas: chief accountant, expert accountant (consultant); (manager), financial expert (consultant). Issues related to certification are covered in as much detail as possible on the SZTIPB website (http://ipb.spb.ru). It is impossible to qualify as a professional accountant without additional training. To do this, you need to undergo 240 hours of training under the training and certification program for professional accountants at a training and methodological center (TMC) that has the right to such training, and pass exams. Training for obtaining a certificate, as well as certified professional accountants in St. Petersburg, is carried out by 15 accredited educational centers. The cost of the course (240 hours) is on average 15,000 rubles.

Certification is carried out in two stages. The first stage - a written and oral examination - is carried out jointly with the territorial institute and the educational and methodological center that was involved in the preparation. Based on the results of this exam, the applicant is admitted or not admitted to the next stage - the written exam. It is conducted by NWTIPB jointly with IBR. The results of the exam are summed up in the IPBR, which makes a decision on issuing a professional accountant certificate to the applicant.

Can't do it without financial investments

According to the current procedure, the “expiration date” of a professional accountant’s certificate is limited to five years. Upon completion, the document must be extended. But to do this, the accountant must comply with a number of conditions for all five years. First, undergo annual advanced training of at least 40 hours per year. The cost of such classes is 5000–6000 rubles. Today, training centers offer several forms of advanced training: listening to a special course, participating in a special seminar, publishing monographs, textbooks, articles or internships. An accountant can independently choose the forms and place of advanced training.

Secondly, you must be a member of the Institute of Professional Accountants (and, accordingly, pay membership fees). “Extension of the qualification certificate is provided only for members of the IPBR. This decision is primarily due to the fact that a professional accountant must not only meet certain qualification requirements for an accountant in a market economy, but also follow the Code of Professional Ethics of IPB members,” explains the NWTIPB. Amount of annual membership fees: 900 rubles to be paid to the IPB of Russia; 2700 rubles – in SZTIPB.

As you know, there are scammers everywhere, and some training centers that are not authorized to conduct advanced training courses are still engaged in this activity. True, instead of a certificate from the Ministry of Finance and the IPB of Russia, they issue various certificates and certificates of an unspecified type. Do not trust scammers - advanced training can only be carried out by the Institute of Professional Accountants, its North-Western branch, accredited training centers and other organizations that have entered into an agreement with the Institute of Professional Accountants of Russia and the North-West Institute of Accountants. Cost of professional accountant courses

28,000 rubles for the entire course of study. It is possible to pay in installments during the training period;

Forms of training to obtain a certificate:

  • Chief Accountant Certificate- a certificate of a professional accountant of the IPB of Russia, confirming the compliance of the applicant’s qualifications with the requirements of the 6th level of the Standard for the labor function “Preparation of accounting (financial) statements” (code B/01.6).

    A corresponding annex is issued to the chief accountant’s certificate indicating the specialization “accounting in commercial organizations” for the labor function of the chief accountant:

    • B/01.6 (Preparation of accounting (financial) statements).

    The chief accountant's certificate can be supplemented with applications that confirm the compliance of the applicant's qualifications with the requirements of the Standard for the following labor functions:

    • B/02.6 (Preparation of consolidated financial statements);
    • B/03.6 (Internal control of accounting and preparation of accounting (financial) statements);
    • B/04.6 (Tax accounting and preparation of tax reporting, tax planning);
    • B/05.6 (Financial analysis, budgeting and cash flow management).

About the professional accountants course

On February 7, 2015, the Professional Standard “Accountant” came into force. The standard was developed by the IPB of Russia, approved by the Ministry of Finance of Russia and approved by order of the Ministry of Labor of Russia dated December 22, 2014 No. 1061n (registered with the Ministry of Justice of Russia on January 23, 2015 No. 35697). In September 2015, the Council for Professional Qualifications of the Financial Market vested the IPB of Russia with the powers of a qualification assessment center (QAC). This decision was approved by the National Council under the President of the Russian Federation for Professional Qualifications. CSCs are one of the most important elements of the system of independent assessment of qualifications, which is in its infancy. In particular, the functioning of the CSC is provided for by the draft law on the assessment of professional qualifications for compliance with professional standards, which was developed by the Russian Ministry of Labor.

Certification includes:

  • determining the level of education, training and practical work experience of the applicant based on the documents submitted by him;
  • determining the level of professional training of the applicant during intermediate certification;
  • the applicant has passed the qualification exam of the IPB of Russia.

An applicant who has successfully passed the certification, based on the decision of the Presidential Council of the IPB of Russia, is issued a certificate of the IPB of Russia for a period of 3 (three) years.   • documents confirming work experience:
    • a copy of the work book (extract from the work book);
    • if there is no record of work activity in the work book - other documents:
      • a copy of the employment contract (employment agreement) and/or
      • certificate (on the letterhead of the organization (institution)) about part-time work in the relevant positions. The certificate must indicate the period of work and the date of execution of the document.

    All documents are certified by the employer. When providing information about the length of service indicated in the insert in the work book, the first page of the insert is not required if there is an entry in the work book about the issue of the insert with the corresponding number. If there is no or incorrect entry in the work book about a change in surname, you must provide a photocopy of the document confirming the change in surname. If there is an entry in the work book about a change of surname, a copy of the document confirming the change of surname is not required;

  • copy of passport - in two copies(page spread with photo and registration at place of residence);
  • a copy of the payment document confirming payment of the entrance fee to TIPB;
  • four photos(3x4cm, without corner, colored, matte).
  • In case of a discrepancy between the surname in the passport, diploma or work book- a copy of the document confirming the change of surname (marriage certificate, divorce certificate, etc.).

    What is a chief accountant certificate?

    Chief Accountant Certificate - This is a document confirming the appropriate level of professional competence of the applicant for the position of chief accountant. This certificate confirms that its owner meets the requirements of the 6th level of the professional standard “Accountant”, as well as the requirements set by the Institute of Professional Accountants (IPB) - an association of Russian accountants and auditors, operating since 1997.

    In addition to the chief accountant's certificate, there is also an accountant's certificate. Its presence also confirms a high level of competence and compliance with the requirements of the 5th level of the professional standard “Accountant”.

    An annex is issued to the certificate, which indicates the specialization and a list of labor functions that its holder has the right to perform. Specialists who have completed training can receive one or several specializations.

    Why do you need a chief accountant certificate?

    The need to obtain a chief accountant certificate is due to the fact that every year his work becomes more and more difficult. Changes and additions are constantly being made to the current legislation, and the responsible specialist does not always have time to keep up with all the innovations. If the chief accountant fails to fulfill the obligations assigned to him, the organization will have problems with regulatory authorities or will be subject to penalties.

    The employer expects that a specialist with a professional accountant certificate has systematic and up-to-date knowledge of accounting and related areas, and will be able to perform critical functions in the organization. To renew the validity of the certificate, its holder must annually improve his qualifications (the training course is 40 hours per year).

    The Institute of Professional Accountants of Russia is an active member of the International Federation of Accountants (IFAC). The certificate issued by this organization will be useful to specialists who want to find work abroad. To do this, they must learn a foreign language and take a local tax training course.

    Is the chief accountant's certificate a mandatory document in 2018?

    Information is being circulated among accountants that in 2018, the chief accountant’s certificate will become a mandatory document. However, is this really so? At the moment, the Government of the Russian Federation has not adopted a legislative act that would indicate that the chief accountant of an organization must have the appropriate certificate. Citizens, on their own initiative, are tested for professional suitability and receive a supporting document, thereby creating strong competition for individuals who have not yet done so.

    If an accountant does not have a professional certificate, he may not meet the requirements of the professional standard “Accountant”, approved by Order of the Ministry of Labor of the Russian Federation dated December 22, 2014 No. 1061n. At the same time, attention should be paid to the provisions of the Labor Code of the Russian Federation, which establish that professional standards are mandatory for use only if certain requirements for the qualifications of accountants are established by laws and other regulations of the Russian Federation (Article 195.3 of the Labor Code of the Russian Federation). Requirements of professional standards in terms of education, work experience, etc. The chief accountants of joint-stock companies, insurance companies and some other entities must comply (Part 4, Article 7 of Law No. 402-FZ of December 6, 2011).

    The management of the organization cannot dismiss an employee who does not meet the professional standard, since among the grounds for dismissal given in Art. 77 of the Labor Code of the Russian Federation, there is no such clause.

    How to obtain a chief accountant certificate

    How to get certified as a professional accountant in 2018? Today there are a large number of organizations on the market whose activities are related to additional training and advanced training. They provide both certification and training in the field of Accounting.

    If a certified person successfully passes the test and confirms his professionalism, the training center will issue him the appropriate certificate. When choosing a training center, you need to focus on those organizations that have received a license to provide educational services, accreditation of the IPB and teach according to its programs.

    Not everyone will be able to obtain a certificate. The applicant must have no criminal record and meet the following characteristics:

    • secondary vocational education, or special training in relevant programs and more than 3 years of accounting experience are required for an accountant;
    • secondary or higher education, taking into account additional programs for advanced training and 3 years of economic experience out of the last 5 years (if higher education), or 5 years of relevant experience out of the last 7 years of work (with secondary vocational education) will be required by the chief accountant.

    Certification of a professional accountant consists of the following stages:

    1. Pre-exam preparation. At this stage, the person being certified receives training materials, and a curator is assigned to him who will assist in training and answer all questions that arise. You can take the training course in person or remotely at a training center or territorial IPB.
    2. Qualifying exam. It is carried out in the form of an intermediate exam and online testing on the IPB RF website. During the exam, you are allowed to use only regulations and reporting forms. The chief accountant will have to answer 48 questions, the accountant - 24 questions.
    3. Making a decision to issue a certificate to a specific person based on the results obtained.
    4. Issuance of a certificate. Persons who successfully pass the test receive an accountant certificate of the 5th or 6th qualification level. Information about it is entered into the Unified Register.

    The certificate is issued for three years. If its holder pays membership fees on time and improves his qualifications, the validity of the document will be extended for another three years, etc. You do not need to take exams each time you renew your certificate.

    If the person being tested does not pass the qualifying exam the first time, you can retake it twice within 3 months from the date of the first test.

    Sometimes you can hear the statement that mandatory certification of accountants will be introduced at the legislative level from 2018. It must be said that it is not provided for by any legislative act. A person can undergo certification only of his own free will or at the request of the employer. Employers decide to certify accountants in order to assess their professional and business qualities. You can conduct certification yourself or send employees to an independent qualification assessment center. The second option is more expensive, but it guarantees that the employer will ultimately receive a competent, highly professional employee, whose level is confirmed by the appropriate certificate.
